ESPLOST and Other Funding Options


To move Capital Plan 2032 forward, the district needs a funding source that is reliable, sustainable, and fiscally responsible.
For the last six capital programs, ESPLOST has been the preferred option because it provides a pay-as-you-go approach with no interest costs. It also helps reduce the impact on property owners by spreading the cost across everyone making taxable purchases in Fulton County.
Other funding options include a General Obligation (GO) bond or increasing the Maintenance & Operations millage rate. GO bonds must be repaid with both principal and interest, often over several decades. Increasing the millage rate can also result in higher property taxes for homeowners.
After reviewing these funding options, the School Board approved a resolution asking voters to approve an extension of the existing five-year education sales tax. The question will appear on the Nov. 3, 2026 ballot.
