Facilities Plan
Preserving Investments and Ensuring Efficiency

The Fulton County Schools Facilities Master Plan plan is grounded in a data-driven process that evaluates demographics, enrollment projections, facility condition assessments, and educational adequacy standards. Priorities include maintaining school buildings to protect the district’s previous capital investments and ensuring the efficient use of facilities and resources.

New Construction

To address ongoing needs with capacity utilization and aging buildings, the district will develop plans for two new facilities.

  • One elementary school will be built in Planning Region A (South of City of Atlanta)

  • One elementary school will be built in Planning Region C (North of the Chattahoochee River).

This may include building a replacement school on-site, building on a different site, and/or consolidation. Schools with aging facilities and declining enrollment in those regions will be evaluated for possible closure or consolidation into the new facilities.

Prioritized Renovations

A multi-year, priority-tiered renovation schedule will address facility deficiencies and replacement needs.

  • HVAC and mechanical systems nearing the end of their life cycle

  • Roofing replacement and/or repairs

  • Emergency generators and life-safety systems

  • Intercom, communication, and electrical systems

  • Interior improvements such as LED lighting,

  • flooring, and finishes

Safety Investments

Facility updates ensure that buildings not only operate efficiently but also support safe and modern learning
environments.

  • Security vestibules at identified schools (districtwide)

  • Cafeteria audio/visual updates (elementary)

  • LED lighting replacement in common spaces (districtwide)

Athletic Facilities

At identified schools, athletic facilities are addressed as part of the overall student experience.

  • Track resurfacing (high school)

  • Competition turf replacement (high school)

  • Stadium upgrades (high school)

  • Expanded athletic storage (high school)

  • Track, tennis and outdoor basketball court resurfacing (middle school)

Additional Items

The plan also allows funding flexibility for additional projects between 2028 and 2032, including:

  • Elementary playground upgrades

  • Local school priorities

  • Demolition of outdated facilities

  • Facility maintenance and replacement projects

  • Other emerging/unanticipated needs
