The Operational Planning Department supports Fulton County Schools by using data, mapping, and enrollment analysis to guide short- and long-term decisions for students, families, schools, and district leadership. Our work ensures attendance zones are accurate, enrollment projections are reliable, transfer processes are equitable, and capital planning aligns with community growth.

What We Do
Student Assignment & Transfers
We manage school attendance boundaries and oversee student transfer options, including the Change of School Assignment (COSA) process. COSA allows families to apply annually for placement at participating schools based on available capacity, Board policy, and program alignment. We also support hardship transfers, employee-based enrollment, special education transfer considerations, and enrollment guidance for magnet and specialty programs.
Foreign Exchange & Private School Reporting
We coordinate enrollment applications for eligible foreign exchange students, ensuring placement follows district policy and international standards. The department also collects and reports required private school enrollment data to support state and federal funding, including IDEA and Pre-K allocations.
Mapping, Attendance Zones & School Feeder Patterns
We maintain district attendance zone maps and provide interactive tools to help families identify their zoned elementary, middle, and high schools. These resources support school boundary verification, feeder pattern alignment, residential zoning clarity, and transparency for community planning.
Redistricting & Community Engagement
When enrollment shifts, new schools open, or capacity changes, Operational Planning leads redistricting efforts guided by School Board criteria and extensive public engagement. The process includes multiple community meetings, data-driven analysis, and transparent communication to ensure attendance boundary decisions reflect both operational needs and community input.
Enrollment Forecasting & Capital Planning Support
The department develops the district’s annual student enrollment forecast, which informs staffing, facility planning, capacity management, budget development, and long-range capital planning. These projections help the district anticipate growth and respond proactively to demographic trends.
Planning Support for Local Governments
Operational Planning collaborates with county and municipal partners to align school planning with residential development, zoning changes, and infrastructure initiatives. Demographic and geographic analyses support coordinated growth across Fulton County.
