Register as a Contractor or Unsupervised Volunteer

This portal is designed to assist you in registering to be an Unsupervised Volunteer or a Contracted Personnel with the Fulton County School District. These categories include, but are not limited to community coaches, student teachers/interns, tutors, mentors, SGC members, PTO/PTS/PTSA board members, after-school enrichment programs, extracurricular activity and club sponsors, and overnight field trip chaperones. Every Unsupervised Volunteer and Contracted Personnel must complete the Child Abuse Reporting Protocol training, have an active approval status in the volunteer registration system (Checkmate), have completed a criminal history background check and receive a district issued badge before they begin volunteering or providing services at each school. Volunteer registrations expire two years from the date of approval. Any previous volunteer or contracted personnel in the district must complete these requirements again when the date on their badge expires. If you are volunteering at multiple locations, add each location to your Checkmate application. Each school will be responsible for the approval status individually. 

According to Georgia law, O.C.G.A 35-3-34.2, volunteers who may have unsupervised access to children may submit to a fingerprint screening, Federal Bureau of Investigation (FBI) and a state, Georgia screening of their criminal history. The criminal history check is to "determine the suitability (and fitness) of a potential child care provider," who may be responsible for the safety and well-being of children. (National Child Protection Act section 3(a) (1)) Disqualifying criminal history information for volunteer services may include, but is not limited to, any convictions of child abuse crimes, exploitation, physical or mental abuse, negligent treatment or maltreatment of a child by any person.

Fulton County School District will make reasonable efforts to accommodate requests while prioritizing our students' and staff's safety and well-being. What is an Unsupervised Volunteer?

An Unsupervised School Volunteer is an individual who performs their volunteer duties without direct supervision from school staff. Unsupervised Volunteers may work independently, without staff presence. The category of Unsupervised Volunteer includes, but is not limited to, contractors, community coaches, student teachers/interns, tutors, mentors, SGC members, PTO/PTS/PTSA board members, after-school enrichment programs, extracurricular activity and club sponsors, and overnight field trip chaperones. Because they have direct, potentially unobserved contact with students, Unsupervised Volunteers must undergo a background check to ensure the safety and security of the school environment and its students, according to O.C.G.A § 353-34.2. 

What is a Contractor?

A Contractor is an individual or entity who has a current contract to provide services for Fulton County Schools. The Contractor must be approved by the school or department before completing the registration process. The Contractor must ensure that a criminal history background check is performed on all persons hired and assigned to perform services under the contract at a school or facility. Contractors shall not employ for the services of Fulton County Schools (FCS) any person who does not pass the criminal history background check as determined by FCS Badging Department. The Contractor shall provide to the school Principal or district department facilitating the contract, the names of all personnel assigned to perform services for FCS, prior to the start of services.

Working after Retirement
If you plan to work in a TRS-covered position after retirement, notify TRS immediately. All employment with a TRS employer, whether direct or indirect (e.g., independent contractor, private temporary company), is subject to salary and service limitations per Georgia law and TRS policy. The employer must certify TRS retirees' employment through the online reporting process. If your re-employment qualifies you for State Health Benefit Plan (SHBP) coverage as an active employee, SHBP may require you to terminate retiree coverage and enroll in active employee plans. Contact SHBP for details.

No Pre-Existing Agreement
At retirement, Georgia law requires employers to certify the date an employee’s employment is severed and confirm no agreement exists for the employee's return to service, including as an independent contractor. The employee cannot agree, verbally or in writing, to work with a TRS reporting entity before the termination date of their current employment. For example, if employment ends on May 25th and retirement begins on June 1st, the retiree can only discuss employment opportunities with a TRS reporting entity starting June 1st. If the retiree accepts employment under a pre-arranged agreement, the retirement application is nullified, and the retirement date is modified for compliance. Depending on the type of employment, the employer may need to submit contributions for the employment and repay any retirement benefits received by the retiree.

No Working Immediately After Retirement
Any return to employment or paid service, including as an independent contractor, for any employer during the calendar month of the effective retirement date will render the severance invalid and void the retirement application

Georgia law requires a break in service of at least one month. If your retirement date is July 1st, you can begin working no earlier than August 1st. If an employer hires you during the month of your retirement date, they must reimburse TRS for benefits paid to you until you comply with the one-month break. If you fail to inform your employer of your retirement date, you may need to reimburse your employer for the retirement benefits they reimbursed to TRS.

REGISTER AS A CONTRACTOR OR UNSUPERVISED VOLUNTEER HERE:

Prior to working in/for or performing any volunteer duties for Fulton County Schools, all contracted personnel and unsupervised volunteers must complete the following THREE steps.

PLEASE FOLLOW THESE INSTRUCTIONS EXACTLY AS STATED AND COMPLETE ALL THREE STEPS TO RECIEIVE A BADGE. BACKGROUNDS DO EXPIRE. IF YOU DO NOT COMPLETE STEP 3 BEFORE YOUR BACKGROUND EXPIRES, YOU WILL BE REQUIRED TO COMPLETE THE FINGERPRINT PROCESS AGAIN. THIS WILL DELAY YOUR ABILITY TO REPORT FOR YOUR CONTRACTOR OR UNSUPERVISED VOLUNTEER DUTIES..

STEP ONE: Complete consent waiver, safety training and volunteer application.

You must complete both A & B before continuing to STEP TWO.

  3. Be sure to return to this page to finish this process! Idemia fingerprint registration will not be approved without completing Step One A & B first.

 

STEP TWO: Fingerprinting/Background Check

**THIS IS PERSONAL AND CONFIDENTIAL INFORMATION. CONTRACTORS MUST CREATE THEIR OWN ACCOUNT WITH IDEAMIA. EMPLOYERS CANNOT CREATE ACCOUNTS FOR MULTIPLE INDIVIDUALS. ALL ACCOUNTS WITH SAME COMPANY EMAIL ADDRESS WILL BE DENIED.**  

  • CLICK HERE to register with Idemia for fingerprinting.
  • Enter the Service Code: 2TGQXV and click GET STARTED.
  • Enter the Reviewing Agency ID: GA931458Z and click CONTINUE.
  • Information on following page MUST match the information below before clicking START ENROLLMENT. If information does not match, click back and enter code and ID again.

    • Reason For Fingerprinting: Public Schools - Volunteers Providing Direct Care

  • Read the Non-Criminal Justice Applicant's Privacy Rights, check the acknowledgement box and click CONTINUE.
  • Complete the Personal Information and click REVIEW. Contractors must provide employer name, occupation/position and employer address. 
  • Confirm that information is correct and click SUBMIT ENROLLMENT.
  • You will then receive an Application Approval page and an email from no-reply@ga.state.identogo with your registration details. Please allow 24 hours for verification that you have a completed waiver and application on file. If all forms are on file, your Idemia registration will be approved. If not, your registration will be denied. You will receive another email from no-reply@ga.state.identogo with your application approval or denial details.
  • Click SCHEDULE APPOINTMENT located in approval email or log back into your Idemia account to continue.
  • Schedule an appointment at the location of your choice. If you are located out of state, there is a physical fingerprint card option. Be advised that this process can take several weeks and is ONLY for out of state candidates.
  • Lastly, provide your payment details and confirm your appointment.
  • You will receive a confirmation screen and an email from no-reply@ga.state.identogo with your appointment details.

 

STEP THREE: Obtain your FCS badge

Backgrounds expire 30 days from fingerprinting date.

Badge office does not receive notifications of fingerprinting or backgrounds. You must contact the office so we know to pull your background for review.

Contact the Badging Department 24 - 48 hours after completing your fingerprinting appointment to check on the status of your background check before reporting for a badge. Once you have confirmed you are clear, you can report to either location at any time during operating hours to take a photo and receive your badge.
