The FCSEPP (Fulton County Schools Employee Pension Plan) is also referred to as the Local Plan. The Local Plan serves all eligible FCS employees not covered under the Teachers Retirement System of Georgia (TRSGA). This group includes bus drivers, cafeteria workers, custodians, fleet mechanics, maintenance workers, and warehouse personnel.
We also serve employees who are under both TRSGA and FCSEPP. This group includes all employees hired before July 1, 1988, and who have been continuously employed by Fulton County Schools. TRS-covered positions include teachers, administrators, supervisors, clerks, teacher aides, secretaries, paraprofessionals and public school nurses.
The FCS Pension Board meets quarterly and is composed of current and retired employees. Meetings can be watched live or as a recording.
*Social Security Fairness Act: Windfall Elimination Provision (WEP) and Government Pension Offset (GPO) Update*
On January 5, 2025, President Biden signed the Social Security Fairness Act into law which will increase social security benefits for certain FCS employees and retirees. The new law eliminated two long standing provisions of Social Security (Windfall Elimination and Government Pension Offset) which reduce social security benefits for workers who spent a portion of their career in a social security covered position and for those entitled to a social security spousal benefit. For additional information on your individual situation and the implementation of the law please visit the Social Security Administration website at www.ssa.gov
