During a budget workshop, a plan was presented to transition Bridge to Success initiatives to general funding as ESSER III funds near expiration. Fulton County Schools received $168.9 million through the ARP Act, which supported a wide range of academic and operational efforts. Positive outcomes were reported, and confidence was expressed in sustaining improvements without ESSER support. All funds must be spent by the September 30, 2024 deadline.

An update was provided on ESSER III spending and compliance, with over $98 million used and more than $33 million targeted toward learning loss through evidence-based strategies. Key initiatives included Every Child Reads, FOCUS, and updated instructional materials. Stakeholder survey results indicated satisfaction with progress, highlighting priorities such as student safety and high-dosage tutoring. Continued feedback is helping shape future planning.

Summer Learning 2023 was highlighted for record enrollment and strong collaboration across departments. Bridge to Success efforts showed success in extended learning, tutoring, and leadership development. As ESSER II funds expired on September 30, 2023, remaining balances were directed toward indirect costs, substitute coverage, and retention bonuses. Continued focus remains on academic recovery and development..

Key accomplishments from the 2022–2023 school year were reviewed, including Summer Learning, new S.A.F.E. Centers, and improved training for bus drivers. Programs in tutoring, leadership development, and career training remained central. Cultural enrichment and virtual learning offerings also expanded. All major efforts are aligned with strategic district goals.

The district refers to this initiative as the Bridge to Success plan, which outlines academic and non-academic support to address areas impacted by COVID-19. Additional funding outside the presentation supports CTAE programs, Special Education, School Nursing, LEA Bonuses, and Residential Treatment Centers.

An overview was shared on 2022 Summer Learning Programming. The previous summer saw FCS’s largest summer school, with over 20,000 students. A program evaluation was conducted to support improvements. For the first time, summer school will have limited required attendance based on Milestones performance. Programming includes in-person and virtual options. A six-month review process of the American Rescue Plan (ARP) was discussed, along with a proposed new initiative focused on safety and behavior management in schools. Stakeholders were invited to provide input via a survey.

A proposal was presented to redesign the SAFE Center at Banneker High School and expand the model to additional schools. The SAFE Center focuses on removing academic and emotional barriers through community partnerships. Updates were also provided on professional development in literacy instruction using LETRS training for K-5 teachers.

Innovations such as a mobile learning bus and expanded virtual learning were being explored. The district planned to launch a public-facing Bridge to Success website.

The full Bridge Plan was presented, with budget and academic priorities reviewed. The plan emphasized literacy, expanded career readiness programs, K-8 academic development, leadership initiatives, and operational continuity. An equally important part of the Bridge Plan is to expand existing successful programs which drive student readiness for college or career success. Among other areas, FCS is looking to further CTAE in middle school and even exploring elementary school expansion. Another facet of the plan is the development of a specific K8 academic program. The Bridge Plan also emphasizes developing leaders throughout the organization, improves and expands existing program options for students, staff, and parents, and ensures continuity of district operations.
