Register your Home Study Student for Testing

Senate Bill 63 requires local school systems to offer select standardized tests to home study students in grades six through twelve who reside within the district. 

Students enrolled in a Fulton County School under the Dexter Mosley Act will take their AP exams at their enrolled school. They are not required to follow the Home Study testing procedures outlined below. The AP Coordinator at the student’s school is responsible for providing the AP Exam Only Code(s).

Eligibility Requirements

Home study students are eligible to register for assessments in Fulton County Schools (FCS) if they meet the following criteria:

  • The student is in grades six through twelve and the assessment is offered to enrolled FCS students in the home study student's grade level.
  • The student resides in the FCS District attendance boundary.
  • The student is registered under Georgia's home study regulations (Code Section 20-2-690).

Note: Students in enrolled in private schools are not eligible to participate under Senate Bill 63.

Available Assessments

FCS offers the following assessments to home study students, at no cost to the student*.

  • PSAT (National Merit Scholarship Qualifying Test) - grades 10 and 11
  • SAT - grade 11
  • ACT - grade 11
  • Advanced Placement Exams - Offered to home study students enrolled in an Advanced Placement course through an authorized provider.

*Students who do not participate in an assessment that has been ordered will be charged a fee, consistent with the fee charged to enrolled FCS students.

Registration Process

To participate in testing, please follow the steps below.

STEP 1: Home study students must first be registered as new students in Fulton County Schools. The Fulton County Schools Registration Website Link: https://www.fultonschools.org/students-families/enrollment/online-registration. 

Required fields in the registration link above are marked with a red asterisk (*), and FCS will receive the data exactly as it is entered. In addition, home study families will need to upload the documents below as part of the online registration process.

  • Under the Student(s) Primary Household Section:
    • Two Proofs of Residency (one must be a water or electric bill) 
    • Student’s Birth Certificate
    • Student's most recent report card/unofficial transcript
  • Under the Student Section:
    • The Standardized Testing Fairness Act question will appear once a grade between 6 and 12 is selected
    • The Standardized Testing Fairness Act page will appear once "Yes" is selected for "Is this student currently enrolled in a home study program?" and "Yes" is selected for "Is this student enrolling under the Standardized Testing Fairness Act?". This page will ask for uploads of: 
      • Required Upload: The Home School Declaration of Intent Form
      • Optional Upload: The accommodations approval letter from the testing agency
      • Optional Upload: If enrolling to take an AP test, upload verification of AP course enrollment

STEP 2: Once your online registration is completed with Fulton County Schools (STEP 1 is completed above), please contact the FCS school the child is zoned for and ask to speak with the staff member responsible for student registration. If you are unsure which school your child is zoned for, you can enter your address into the following link: Find Your School Using Your Home Address (2025-26) - Fulton County School System. The contact information for the school can also be found by using the link above. 

STEP 3: Once you have completed STEP 1 & STEP 2 above, fill out this short survey: https://forms.office.com/r/cPcpvjc2HV 

Once the steps above are complete, you will receive communication from the Office of Assessment (assessment@fultonschools.org) with additional information prior to the exam.

Test Day Logistics

Students will be assigned to a centralized test center. 

The test center location and other test day logistics will be emailed to students and families after the eligibility verification process is complete.

Students who arrive late to the test center or who do not arrive with the required documentation and identification will not be permitted to enter or test.
