August 14 Update
The Fulton County School Board met on Thursday, August 13, for their regularly scheduled Work Session. A complete list of agenda items discussed during the work session are available via BoardDocs, a website that makes the school board agenda and all supporting documents available online.
Superintendent Looney and staff provided an update regarding readiness for the first day of school of the 2020-21 school year, Monday, August 17. Click to see the Back to School Update presentation. There you will find "Virtual Briefings" including teachers welcoming students to their virtual classrooms and topics such as utilizing Microsoft Teams and District Support, Collaboration Platforms & Tools, and School Start Activities.
Division Updates
Chief Academic Officer (CAO) Cliff Jones reported that more than more than 9500 students attended virtual summer school and 75% successfully completed their courses. Of particular note was a Westlake High School student who completed a full course load during summer and was able to graduate! CAO Jones also mentioned lessons learned regarding teacher and parent engagement, SMART goals, and parent training. Ron Wade, Chief Talent Officer, shared that the district is 90% staffed, including 571 new teachers, six new principals, and a fully staffed Transportation Department. Also included was a report from Interim Chief Information Officer Emily Bell, who shared that 3000 devices were distributed to students this week, hotspots are being provided for families, and the district's bandwidth has been increased during the summer. Additionally, Patrick Burke, Chief Operations Officer (COO), reported that the district will continue to provide "Grab and Go" meals for families at 22 locations each Wednesday from 11:00 a.m. until 1:00 p.m. Although the program is continuing from summer, there are changes of which families need to be aware (click here for details). It is also important that families apply for free and reduced meals as quickly as possible in order to receive assistance for students at http://www.fulton.schoollunchapp.com/. COO Burke also provided updates on Transportation readiness, Facilities Services efforts, and the SPLOST construction program.
Board Comments
During Board Matters, Board members expressed their appreciation to district employees for their hard work and perseverance as they prepare for the first day of school. They also thanked Superintendent Looney for his leadership. Additionally, they extended a welcome to the announced winner of the District Four Board of Education seat, Franchesca Warren, who will begin her tenure in January in place of District 4 Board Vice President Linda Bryant who chose not to run for reelection.
Superintendent Report:
Superintendent Looney reiterated that the district will continue using data to drive decisions regarding learning models for students. He thanked the community for their continued perseverance in observing safety protocols. He also thanked the Board for their leadership as the district continues to navigate through the pandemic. He shared that he has relocated his office to different schools throughout the district this week and how proud he has been to see teacher preparedness. He also thanked employees for their hard work. Additionally, Dr. Looney mentioned that Fulton County Schools (FCS) will delay all fall sports competitions until the week of September 14. The district will continue to monitor the impacts of COVID 19 and make a determination for the remainder of the season by September 14. FCS will allow fall teams and marching bands to continue to practice and condition during this time.

Back to School
Fulton County Schools welcomes students and families to the first day of school on August 17! Although we are beginning the school year with Universal Remote Learning, we are excited and ready to start school on Monday, August 17. Visit our Back to School website for more information.
Meals for Students
The first day of school may be different this year, but Fulton County School Nutrition will continue to serve nutritious & safe meals to all enrolled FCS students while schools are virtual.

Infinite Campus Update
As we begin the 2020-21 school year, staying connected is important for your student's success. We encourage all families to set up an Infinite Campus account at www.fultonschools.org/infinitecampus to see grades, assignments and more.
Infinite Campus also continues to add additional features for students, parents, and FCS staff. This year, our new modules include Response to Intervention (RTI), 504, and Special Education. These modules will provide enhanced workflows and automated processes that were not available in our previous system. These new features and enhancements will improve access to student information for parents in Campus Parent and described in this letter. If you do not have an account, sign up today!
Device Distribution and Hot Spots
Students in grades 3-12 will be provided a device for Universal Remote Learning. If your student needs a device, laptops and other devices will be distributed through the student's home school in August. Visit your school's website or call for details.
FCS has a limited number of hotspots for families who need internet connectivity. Call the FCS Universal Remote Hotline at 470-254-2300 for more information.

Superintendent’s Report
Superintendent Looney explained every school system is facing new challenges due to COVID-19 and that they must move forward, learn as much as possible from the situation, and be adaptable to changing circumstances. The decision to start school in Universal Remote Learning (URL) mode prioritizes student and staff safety while providing continuity for instruction and families. The decision also allows school leaders to monitor the COVID-19 reports and data trends for Fulton County and Georgia so that a return to in-person instruction can be made wisely and prudently.
COVID-19 Report
FCS Health Services Coordinator Lynne Meadows shared an update detailing the current number of COVID-19 cases within Fulton County and Georgia. In the 10 days since the last update on July 13, Fulton County has seen an increase of 3,557 cases – from 11,080 to 14,637. Similarly, the rate increased by 36,019 cases across Georgia, from 120,569 to 156,588. Click here for the presentation.
Back-to-School Plan
Chief Academic Officer Cliff Jones, Chief Talent Officer Ron Wade, Chief Operations Officer Patrick Burke, and Interim Chief Information Officer Emily Bell shared details of the Superintendent’s Back-to-School plan. Click here for the presentation.
Board members shared that they have received hundreds of emails from parents with varying opinions about the district’s decision to start school in a virtual setting rather than face-to-face. Throughout the meeting, Board members asked questions about reopening plans, including many questions posed from these emails.
Teachers and staff are returning to school sites on August 3, with social distancing, face coverings and other safety and cleaning protocols in place, so they can prepare to begin the school year on August 17 in Universal Remote Learning mode. Universal Remote Learning will be more rigorous than last spring and there will be live daily instruction in an online setting in multiple subjects. Attendance also will be taken, and consistent grading standards will be followed. Teachers will teach from their classroom to students in their school. Microsoft Teams will be used for meetings and collaboration, and ClassLink will serve as a single sign-on point for students with apps such as iReady, Safari Montage, Illuminate, etc. used to supplement teachers’ live instruction. An additional 7,400 digital devices are being procured for student and staff use and the district is working with community groups and grant funding to supply internet hotspots to eligible families meeting income requirements.
School Reopening Matrix
Superintendent Looney presented the School Reopening Matrix, which shows a careful and measured move from Universal Remote Learning back to Face-to-Face instruction in schools. The plan is data-driven and dependent upon the level of community spread decreasing by specific targets over a set time period. When those targets are met, the district would progress into the next phase and give parents the option to allow students to gradually transition to an in-school learning environment. The plan allows for brief in-person interaction during each phase and building up to more time in school until there is full-day, Monday through Friday instruction. The plan is outlined on pages 14-15 of the Back-to-School Plan.
Approval of FY 2021 Millage Rate
The School Board held its third and final public hearing before approving the FY21 millage rate. Despite the economic downturn created by COVID-19, the rate remains at 17.796 mills and, for an 11th straight year, it is the lowest school tax rate in Metro Atlanta. Also, due to the Board’s financial commitment to aggressively pay off school bonds borrowed years ago, the district will soon be free of long-term debt and will be able to direct those funds toward schools instead of interest rates and bankers’ fees.

Special Announcement: FCS Moves to Universal Remote Learning for Beginning of 2020-21 School Year

Fulton County Schools today announced that it will begin the 2020-2021 school year using the Universal Remote Learning model. The first day of instruction continues to be August 17.
“The data and information from our health partners is overwhelming. This virus is spreading and not slowing down,” said Superintendent Mike Looney. “I was hopeful the direction would change, but it is clear that we must pivot from the Face-to-Face model to the Universal Remote Learning model in order to keep our students, their families, and our staff members safe.”
In May, Superintendent Looney announced three models the district was developing while monitoring the spread of COVID-19: (1) Face-to-Face instruction with enhanced cleaning and social distancing protocols; (2) Universal Remote Learning; and (3) Blended Learning using a combination of remote and in-person instruction. In June, he announced the district would open with Face-to-Face instruction but allow families to choose a virtual option for their students. He also shared that the district would remain agile and adjust to another model if data warranted a change.
“Our district is in a situation we never imagined or expected, but moving to Universal Remote Learning is the right thing to do. Keeping our students and employees safe is our top priority,” said Fulton School Board President Julia Bernath. “The School Board has full confidence in Dr. Looney and his decision.”
“It is important our families know we have been preparing for this scenario,” said Superintendent Looney. “We learned a great deal last spring. We saw what was working and what was not, and we used feedback from our parents, students and staff to make changes in how instruction would be delivered remotely. There will be more rigor, more accountability, and more support. Teachers also are receiving more training so they can successfully deliver meaningful instruction in a remote environment.”
As examples, some changes will benefit students and their parents helping at home. The number of online platforms has been streamlined, with ClassLink used as the single sign-on for district software applications and Microsoft Teams used for instruction and communication. Students will follow a predetermined school schedule, and grading and attendance practices will be consistent and recorded. Fulton County Schools will continue to provide digital learning devices for students in grades 3-12, but prekindergarten through second grade will rely heavily on printed learning packets. The district also will share resources with parents for how to help their student at home.
Other changes will better support teachers and allow more access to educational resources while providing increased opportunities for professional support and sharing of best practices. Teachers will be expected to submit lesson plans for all learning activities, and this will help school leaders provide more guidance and input to teachers needing support.
Superintendent Looney will present more specific details about Universal Remote Learning at the School Board’s next meeting on Thursday, July 23, as well as share the revised back-to-school plan with the Georgia Department of Education.

July 14 Called Board Meeting
The Fulton County School Board met today for a Called Board Meeting. The next Board Meeting is scheduled for Thursday, July 23.
During Board Matters, Board members expressed empathy for families, staff and students, as well as Superintendent Looney and Fulton County Schools (FCS) leaders as the district continues planning for the new school year. Board members also thanked the community for continuing to communicate via email and telephone messages and assured that they are listening and reading each comment received. The Board asks the community to remain patient and flexible as the district continues to review the rapidly changing information and work toward decisions based on "science and not politics."
Superintendent Looney expressed that he is 100% resolute with making decisions and implementing plans that are best for the school district. However, the information/data is changing rapidly, and his main concern is to "get this right." Dr. Looney continued that the district must react to the conditions given, as well as the level of community spread, while desiring to return to school in the safest manner possible. The superintendent emphasized that the district is planning for multiple scenarios and will remain ready to adjust as necessary based upon current data, which unfortunately is trending in the wrong direction. Dr. Looney also mentioned the feedback from staff and the community and concurred that concerns are being heard and will be responded to as quickly as possible. He apologized for any inconvenience to families and staff but mentioned that he is proud that Fulton employees continue to rise to the occasion during this pandemic. Finally, Dr. Looney announced that Fulton families will be given additional time to select a virtual learning platform as the deadline has been extended to July 22 at 5:00 p.m.
Also during the meeting, Superintendent Looney and staff provided an update regarding the spread of COVID-19 within Fulton County, the virtual learning aspect of the school reopening plan, a budget update about Cares Act Funding, employee return-to-work protocols, student and visitor safety protocols, and a technology update (see more below).
COVID-19

Virtual Learning Program
The virtual learning program for students in grades 1-12 now includes additional course offerings of Talented and Gifted (TAG) classes, honors classes, and online clubs. Chief Academic Officer Cliff Jones shared details about virtual offerings which will include daily attendance and teacher engagement. Registration for Individual Remote Learning (Grades 1-8) and Full-time Fulton Virtual (Grades 9-12) has been extended until July 22 at 5:00 p.m. To learn more about virtual learning for first semester, visit our website: https://www.fultonschools.org/virtuallearning.
Protocols and Safety Measures for Employees Returning to Work
Central office employees have returned to work following guidance provided by our Fulton County Schools (FCS) Executive Task Force and Talent Division which incorporates Department of Health and CDC recommendations. As additional employees are returning to work on August 3, district protocols and safety measures were shared such as masks (two per employee) being provided to each employee and required within FCS facilities. Additional resources regarding leave, the Employee Assistance Program (EAP), and coping with stress were also shared.
Student and Visitor Safety
District staff continues to address student and visitor safety protocols. Notably, if face-to-face learning resumes, students will undergo random temperature checks; masks are expected on school buses and strongly encouraged during school; and additional protective equipment will be housed in school clinics and when serving medically fragile students. Visitors to schools/facilities are required to wear masks and will undergo temperature checks prior to entering facilities. Additionally, handwashing and sanitizing will occur throughout the day and hand sanitizing stations will be provided. There are many additional standards and protocols regarding cleaning and disinfecting of buses and buildings, and other safety issues. Learn more by viewing the presentation.
Hotspots/Technology
The district will continue to deploy devices and provide hot spots for families. Additional information will be shared in coming days regarding both. More than 40,000 devices have been deployed with an additional 23,000 devices to be distributed to students for the new school year.

During a Called Board Meeting on June 29, information was shared regarding returning to school for the 2020-2021 school year. Superintendent Mike Looney and staff shared updates regarding protocols and processes for a face-to-face return to school with a virtual option for parents, provided an update related to COVID-19 cases in Fulton County, and shared an update of the Fiscal Year 2021 budget, which the Board then approved. Dr. Looney thanked the Board for their support of the development of a Bill of Rights for students, teachers, and parents; a middle school redesign that incorporates CTAE; and an expanded portfolio of schools to include a K-8 model and grades 9-12 at the new Global Academy. Reopening School for 2020-2021
All school systems – including those in metro Atlanta, in Georgia, and across the nation – are challenged with similar dilemmas for how to start the 2020-2021 school year in the safest manner possible. Fulton County Schools is no different, and many of you have expressed your concerns and asked questions. On Monday, the School Board discussed the issues raised by our community in a working retreat/called meeting and heard a plan from Dr. Looney for beginning the new school year. In this message, and in follow-up information, we will provide more details and do our best to answer the questions many parents have.
First, let us share a few caveats. We want students back in our schools learning and interacting as we have all traditionally known. However, we all must understand that when we come back to face-to-face school, it will not be the same due to the pandemic. Our nation is still in a health crisis, and it is critical that we do whatever possible to limit the spread of the COVID-19 virus. Safety precautions are being taken and these will make schools feel and look different, and social distancing will change some events and behaviors. These changes may be difficult for some, especially children and young adults, so we appreciate your support as we put measures in place to provide the safest environment possible.
Also, with a district as large as Fulton County Schools – 106 schools and more than 93,000 students – the District must adopt an approach that is district-wide, achievable, and consistent. As a result, our instructional strategy provides options for attending school face-to-face or by virtual learning, and also contains contingency plans should COVID-19 cases continue to rise and cause interruptions to our in-person operations. More details are provided about these options below, and families will have until July 17 to make the decision that works best for their situation.
First Day of School Changed to Monday, August 17
In addition to announcing the face-to-face or virtual instruction options, the School Board modified the 2020-2021 calendar. Due to the change in election dates by state officials, and to allow for more overall preparation, Fulton County School's first day of the school year for students will be August 17 instead of August 10. One-third of our schools will serve as polling places for the August 11 election; and since elections bring large numbers of voters and other members of the public into our buildings, this creates an additional safety concern during the COVID-19 pandemic. This delay allows our schools to re-disinfect the areas serving as a polling place while also providing teachers and staff additional days of professional development to prepare for our students' arrival. Please note the change in the first day of school will not affect any other calendar dates, winter/spring breaks, holidays already announced, or the last day of school.
COVID-19 Prevention Strategies for the 2020-2021 School Year
Fulton County Schools' return-to-school plan emphasizes the health and safety of our students and staff. This flyer provides a summary of what our district is doing to prevent the spread of COVID-19 in schools, such as more frequent and thorough cleaning and disinfecting of high-touch surfaces; encouraging students to wash their hands more often; providing hand sanitizer stations in hallways; placing physical barriers at the front reception desks and other high-volume areas; and creating isolation rooms for those who appear to be symptomatic of an illness. All persons who are sick are expected to stay home, and any student or staff member who become sick while at school will be sent home immediately.
All FCS employees are required to wear a face mask and, though not mandated, students are strongly encouraged to also wear one while in school. Face masks are expected for students riding a school bus, however, since social distancing is more difficult to achieve. Students will be assigned seats and buses will be disinfected after each morning and afternoon route.
Trying to manage the movements of hundreds of students will be challenging, but possible. Desks will be spaced out in classrooms and school leaders have plans for how students will travel through the building, go through class changes, eat their meals, and attend group gatherings, such as an assembly. The goal is to reduce the possible spread of illness through more physical separation, yet still give students and teachers the personal interaction they need.
Virtual Learning Opportunities for 2020-2021
Fulton County Schools is offering an Individual Remote Learning opportunity for students in grades 1-8 and a Full-time Fulton Virtual opportunity for students in grades 9-12. These options are available for students who have an underlying health condition, a social or emotional condition, or other special or extenuating family circumstances that prevents them from safely returning to a face-to-face school environment due to COVID-19. The programs are also open to other interested families. Registration begins on June 30 and ends on July 17 July 22. These virtual options require a semester commitment (from August through December) and do not include extracurricular activities at local schools. However, virtual clubs will be offered. Budget
The Board also adopted the Fiscal Year 2021 Budget during the Called Board Meeting. A revision to the current budget of $164,838 was requested due to an increasing number of Fulton students who are not attending school or engaging in virtual coursework because of a disability or impairment. One Social Worker and two Registered Behavioral Technicians (paraprofessional with specialized training) will provide in-home supports to students and parents such as building a return to school plan, addressing any behavioral or emotional barriers, developing academic and/or behavioral plans, providing parent training and supporting students currently in residential treatment programs.
The Fiscal Year 2020-2021 budget, as approved by the Board, is shared below and includes budgeted salary schedules, all provisos, School Allotment Guidelines, a tentative millage rate of 17.796 for Maintenance and Operations, no millage rate for the retirement of Bond Debt, and a five-year capital program budget and cash flow.

Board Meeting
The Fulton Board of Education met for their regularly scheduled meeting on June 18. Superintendent Looney and staff provided updates on the second summer school session, school reopening plans, a COVID-19 closure matrix, and the status of the budget (see additional information below). Dr. Looney also announced that he would be working with students, teachers and parents on a Bill of Rights for students and parents to address equality, equity and diversity within the district.
COVID-19 Closure Matrix
While the district's decision regarding reopening will not be final until the Board's June 29th Special Called meeting, Superintendent Looney shared the COVID-19 Closure Matrix, which will govern the district's response to COVID-19 cases that occur within Fulton County Schools (FCS) when the district is back to in-person instruction. The matrix incorporates current guidance from the CDC and Department of Public Health. The model includes a plan for school, building, zone, or district closures based upon low, moderate or substantial community impact. Also, each possible scenario includes a response protocol for communication, public health engagement, contact tracing, staff or student quarantine, cleaning, and recovery.
Budget Update
Although the Legislature is now in session, a final state budget has not yet been approved. However, the Senate has made budget recommendations which, if approved, will be forwarded to the House for action. The current recommendation includes an 11 percent proposed reduction (as opposed to 14 percent) to local school budgets which would decrease the amount of fund balance needed for next year's budget in Fulton County Schools. Also, the district anticipates receiving millage rate data from the Tax Assessors Office next week as FCS prepares for Millage Rate hearings in July.

Summer Session 2
The second session of summer school, which will begin July 7, will mirror the first summer session and be offered as remote learning only. Summer Session 1 included a virtual learning environment for elementary students – the first of its kind in the district. More than 6,000 middle and high school students are currently enrolled in 10,000 classes or "enrollments" during Summer Session 1. Parents who have students enrolled for Summer Session 2 will receive additional information and details about the second session next week.
Kindergarten Roundup
Click here to register for our virtual Kindergarten Roundup which is scheduled for July 10. The event will include the enrollment process, preparing for the first day of school, learning resources and more.
HotSpots for Summer School
Summer School Session 2, which begins July 7, will be offered using our FCS remote platform. Parents whose students are currently enrolled for Summer Session 2 will receive detailed information next week. If your student is enrolled in Summer Session 2 and you need a device or hot spot, parents/guardians should call the Remote Learning Hotline (470) 254-2300 and select option 8 for a computer/hardware issue. FCS Technology staff members will be available through "dial 8" to address hardware/computer/HotSpot needs or problems with an FCS issued device; and will provide additional details for all who have questions or need assistance.

FCS Coronavirus (COVID-19) Update - Board Work Session | June 11, 2020

The Fulton County School Board met on Tuesday, June 9, for their regularly scheduled Board Work Session. A complete list of agenda items discussed and approved during the meeting is available via BoardDocs, a website that makes the school board agenda and all supporting documents available online. The next Board Meeting is scheduled on Thursday, June 18.
Superintendent Looney and staff presented information regarding the three options being considered for returning to school in August and shared the Capital Budget update (see additional information below). During Board Matters, each Board Member shared statements regarding civil unrest in our nation which included their concerns that students be treated with "justice and equality," that we "do right in the midst of adversity" and that "racism, bigotry, violence or hatred will not be tolerated in Fulton County Schools." Additionally, Board Members spoke about the district's "core mission of educating students," "continuing the work we have started," and the "power of policy being used intentionally to ensure equity."

Return to School Options
The Fulton County Board of Education accepted three "Return to School Options" as presented by Dr. Mike Looney during the Work Session. With the 2020-2021 start date of August 10, the district has proposed three scenarios for opening schools:
- Scenario One: All students and staff will report in our traditional face-to-face structure for instruction and work with modified social distancing and cleaning practices in place.
- Scenario Two: Due to a recurrence or resurgence of COVID-19, the district will remain in a remote learning and remote work environment until clearance is given by public health officials.
- Scenario Three: Fulton County Schools will adopt a new model for ongoing instruction and work that includes a blend of remote and in-person instruction.
If public health concerns force the district into Scenario Two or Three, we recognize these are less than ideal for instruction. Some aspects of instruction will forever be changed; however, data continues to reinforce face-to-face instruction as the most effective model. FCS also sets these plans forward with the assumption these scenarios will be temporary and only utilized during a period when public health or state officials advise against districtwide, in-person instruction. Included in the executive summary are additional details for reentry if it should become necessary to follow one of these options.
A final decision was not made about which of these three scenarios will be implemented. The Board and Superintendent will continue to review data from public health officials to help determine which option will best meet the needs for health and safety, while providing for educational opportunities. A potential decision will be revisited before the end of June.
Tentative Fiscal Year 2020-2021 Budget Approval
Notably during Tuesday's meeting, the Board approved the Fiscal Year 2020-2021 tentative budget. One of the pillars of the Board's 2022 Strategic Plans is Fiscal Responsibility – to manage and protect public funds and assets through efficient and effective use of available resources – and with the presentation it was announced that as of January 2021 the district will be debt free. As was also noted with this budget, the property tax millage rate, which is the lowest in the Metra Atlanta area, is expected to remain unchanged.
Total appropriation amounts, as listed below, include budgeted salary schedules, all provisos, School Allotment Guidelines, a tentative millage rate of 17.796 for Maintenance and Operations, zero millage rate for the retirement of Bond Debt, and a five-year capital program budget and cash flow.

Textbooks $10,000,000 Risk Management $4,000,000 Charter System $2,800,000 Student Information System $829,000 Superintendent Looney and Chief Financial Officer (CFO) Marvin Dereef commended the School Board for their fiduciary responsibility and financial commitment to the school district.

Capital Budget Update
Also at the work session, the School Board received a status update on Capital Plan 2022, the five-year plan that sets scheduling and budgeting priorities for school construction, building additions and renovations, technology innovations and device upgrades, as well as transportation and safety improvements. Capital Plan 2022 is funded primarily by SPLOST (Special Purpose Local Option Sales Tax), the one-penny sales tax for education.
The School Board’s conservative budgeting, constant oversight of revenue and expenditures, and strategic use of capital reserve funds has kept the school system’s capital program well positioned to weather the economic downturn caused by COVID-19. Because of this, construction continues for the new STEM-focused magnet schools – Innovation Academy and Global Impact Academy – as well as the replacement Crabapple Middle School, the final phase of Riverwood High School and the new Transportation/Maintenance facility in Fairburn. Major renovation projects also are under way as well as the acquisition of new alternative fuel buses, additional student technology devices for students in grades 3-5, and upgraded video surveillance systems in elementary schools.

While I recognize that school is not in regular session at this time, I still feel compelled to reach out to you in an effort to acknowledge the pain, fear and anger that many, if not all of you, must be feeling.
The recent death of Mr. George Floyd and others are a travesty and serve as a stark reminder that our nation still has important work to do in creating a culture where everyone is valued and treated with dignity and respect. To this end, I firmly believe positive change can take place when everyone commits to self-reflection and change. Your teachers, administrators and other school personnel are doing so now as we plan for the upcoming school year. June 9 Board Meeting

Immunization Update
Many aspects of life have changed or been postponed due to COVID-19. There is a natural apprehension about taking children to doctors’ offices right now but it is important that children continue to receive their immunizations and other medical appointments on time. Immunizations protect children and boost their immune systems before exposure to potentially life-threatening diseases. Any disruption of immunization services, even for short periods, will result in a higher likelihood of vaccine-preventable illnesses. Health Care Providers’ offices are taking special precautions to ensure a safe clinical environment and to keep everyone protected; however, please check with your provider to ask questions and verify operating hours prior to visiting. GHSA Update
Our schools will begin voluntary conditioning for fall sports and activities on June 15 based upon the Georgia High School Association recommendations and our FSC Return to Play Handbook which has been shared with high school principals, athletic directors, and coaches. Parents will receive specific information regarding conditioning schedules and guidelines for their students, including the number of individuals permitted per session, health and safety measures, and more. Please continue to work with local schools for additional information. Participation is voluntary and safety of our students and staff remains our paramount concern. FCS Retirees - The Next Chapter
During the month of June, we traditionally celebrate the special individuals who have shared their time, talents and abilities with our district, but who are now moving forward to their “Next Chapter” of retirement. Although we cannot currently celebrate with our annual event, we want our retirees to know that your service on behalf of our students, staff and families is not unnoticed! We appreciate the years you have spent encouraging others, going the extra mile, and letting nothing stop you from contributing to the success of Fulton students. We thank you and will miss you when our doors reopen during the next school year. Stay tuned – we are not finished with you just yet. Thank You for Your Support
Parents all around Fulton County are breathing a collective sigh of relief knowing that second semester has concluded. This has been an unusual academic year and we have learned many lessons along the way.
This was the year we left our comfort zones and transitioned to remote learning, teaching or working from home. We challenged our belief systems when it came to what is traditional or expected, and we became more inspired and imaginative in our work. We learned we can accomplish any goal if we work hard enough, help each other, and believe in our abilities. And when we come together again with our friends and colleagues, we will cherish their companionship. Our pride and spirit are what define this school year, not the coronavirus.
Thank you for believing in our students, their teachers and our school leaders, and for keeping your student focused, even when he or she (or maybe even you!) wanted to give up. Remote Learning required an incredible time commitment and students would not have succeeded without your encouragement and assistance.
Information will continue to be shared over the summer about reopening for the new school year. As guidance from the Governor and public health officials is shared, we will update our plans and share that with you in a timely manner.
FCS Parent Survey
Parent, student, staff and community input is critical for our planning process as we look to start the 2020-2021 school. More than ever, this feedback will help us evaluate perceptions and options as it relates to COVID-19 and our potential opening scenarios. In addition to capturing this information, we also want to know your general perceptions about Fulton County Schools, your schools, and your departments. Georgia High School Association Update
Fulton County Schools (FCS) will begin voluntary workouts and conditioning for Fall sports on June 15. FCS will utilize the guidance issued by Georgia High School Association (GHSA), along with guidance from public health agencies to create our standards for these workouts. Safety for our student athletes and participants in extracurricular activities this summer will be the primary focus as we prepare for fall activities. In the coming weeks, each of our high schools will communicate their schedules to their students and community.
Expansion of Behavioral Health Partnership
Due to the expansion of a partnership with the Fulton County Board of Commissioners, FCS will receive an additional $940,280 in funding to provide additional behavioral health services to schools. Thirty-one treatment counselors will be added to 20 new elementary, middle and high schools with a slate of clinical services. These services include an on-site licensed mental health therapist in every school a minimum of two full days per week, at least two parent engagement events or participation in existing school events by mental health partners, regular school staff training and school-based, face-to-face and virtual therapy for students. The district will fund $8,000 for start-up costs to bring the new schools on board. This new initiative will be effective through December 31, 2020. This is a proactive response to address greater risks for children impacted by COVID-19. Fulton County Schools are served by the Department of Behavioral Health and Developmental Disabilities through contractor CHRIS180, Inc., in collaboration with Summit Counseling Center, FCS' mental health partners. Counseling services will be offered to FCS students whether they are ices are available uninsured, underinsured or insured.
Statewide Work Groups Formed to Discuss Reopening Georgia's Schools
Governor Brian Kemp and State School Superintendent Richard Woods have appointed 72 members to "working groups" to collaborate on new CDC recommendations for reopening Georgia's schools for the next school year. The members include current and past teachers of the year, rural and suburban metro Atlanta school superintendents (Coweta and Fayette counties), administrators from Fulton County Schools, public health officials, education organization leaders and state agencies. We have five FCS participants who are listed below:

- Allison Townsend, 2019 Georgia Teacher of the Year
- Chelsea Montgomery, Executive Director of Counseling, Psychological & Social Work Services
- Amy Barger, Assistant Superintendent of Teaching & Learning

FCS 2020-2021 School Professional and Central Office Support Professional Employees of the Year
Two surprise virtual meetings were held earlier this week to announce the winners of the School Professional and Central Office Support Professional of the Year for 2020: Ms. Renisha Smith of Mountain Park Elementary School and Ms. Daffany Reed of the FCS Talent Division.
As Mountain Park Elementary School's Curriculum Support Teacher, Renisha Smith is known as a leader and collaboration builder. She functions in many roles, from facilitating grade-level Professional Learning Communities, to coaching paraprofessionals on best practices, to providing creative strategies for teachers to grow professionally. Renisha began her career in Fulton 14 years ago as an Instructional Paraprofessional at Esther Jackson Elementary School and became certified in Elementary Education, TAG and Special Education. She has worked in remedial support with Special Ed and ESOL students, written curriculum units for grade levels, provided resources for parents to support their children's learning and was voted Teacher of the Year for 2009-2010. "Because of the many leadership opportunities I have been afforded in Fulton County," she says, "it has been so important for me to pay it forward. I work very hard to maintain a trusting and supportive rapport among colleagues, parents, and students."
Daffany Reed is the Fulton County Schools Central Office Support Professional of the Year for 2020. A Professional Assistant III, she provides award winning administrative support to the Chief Talent Officer and Executive Director, Talent Operations/Staffing. Reed was in the first graduating class for the Office Management/Financial Management Certification program and was Employee of the Year for the Talent Division for 2017-2019 and the nominee for the Central Office Support Professional from 2017-2019. As co-chair of the Fulton CARES Wellness Initiative Steering Committee, she helped enable thousands of FCS employees to learn more about health and wellness. A 2019 graduate of Clark Atlanta University with a Master of Public Administration, Reed is an avid believer in knowledge. "What excites me about FCS is we have an outstanding Professional Learning department that affords employees an opportunity to develop and learn continually," she said. "The program utilizes some of the top learning institutes and instructors at no direct cost to the employee. Utilizing my newly learned skills, I find new and improved avenues for redefining the work."

Summer FoodStop Distribution
Our FCS School Nutrition FoodStop Program will continue this summer. We will distribute food from 22 sites each Wednesday from 11:00 a.m. until 1:00 p.m. Click here for locations and additional information.
The FoodStop program will also be available next Wednesday, May 27.
Summer School
Learning continues this summer with two options available: Virtual Summer Learning from June 3 to July 15, and Blended learning from July 7-31. These summer learning options provide students in grades 1-12 with opportunities to resolve “Incomplete” grades received and to retake failed courses in grades 6-12. If students have not completed 70% of their remote learning assignments, participation in summer learning is required in order to complete second semester classes. There is no cost for students to attend to resolve incompletes or to retake failed classes. Opportunities for acceleration are also available this summer through Virtual Summer School; however, it is recommended that parents contact local school counselors for additional assistance and guidance. Virtual Board Meeting
The Fulton County School Board met on Thursday, May 14, for their regularly scheduled Board Meeting using a virtual format. During Thursday’s meeting, Superintendent Mike Looney thanked the Board for their fiscal responsibility with the District’s fund balance. During Board Matters, each Board Member shared reports of graduation activities and ceremonies within their districts. Click here to learn more about our Class of 2020 graduations. Also discussed during the meeting was an update on remote learning engagement, summer school enrollment, the FoodStop meal distribution project, an overall financial report, and construction planning. Of particular note is the District’s plan to distribute food to families on May 20, May 27 and throughout the summer.

Fulton’s 2020-2021 Teacher of the Year
In a surprise ceremony earlier this week, Kelsey Drews was named Fulton’s 2020-2021 Teacher of the Year. Drews, a second-grade teacher and grade level chair at Heritage Elementary School, has been with Fulton County Schools (FCS) for the past five years. "I see my role in the classroom as a facilitator, nurturer, and coach," said Drews in her TOTY application. "I do not consider the room that I work in to be my classroom. It is the students that make the room a classroom, and it is theirs. They guide everything I do." We extend our congratulations to Kelsey Drews as our FCS Teacher of the Year! Dr. Jason Stamper Receives the Joe Richardson Award for Exemplary Leadership
Dr. Jason Stamper, principal of Banneker High School, is the recipient of the 2020 Joe Richardson Award for Exemplary Leadership from The Principals Center at Georgia State University. This annual award is named in honor of the founder of Georgia State’s Principals Center, Dr. Joe Richardson, who was inspired by Dr. Roland Barth, formerly of Harvard and the founder of the Principals Center movement.
The principal nominated for this award is an educational leader who is considered highly competent and successful within the school district and among his/her professional peers. It is given to a principal who most represents the mix of leadership attributes that provides for a school environment where both students and staff excel and who exemplifies the characteristics of an instructional leader within a community of learners and leaders.
With 22 years in education, Dr. Stamper has served in numerous roles including teacher, department chairperson, DECA advisor, coordinator for smaller learning communities, curriculum assistant principal, and principal. During his five years as principal of Woodland Middle School, the school’s CCRPI score improved from 52.1 to 74.6. Additionally, Woodland’s school climate score increased from one star to four stars.

Summer School

Additionally, our Academics Division has developed Summer Learning Parent Guides for elementary students to assist with continuation of learning this summer. Included in the Parent Guides are activities, information and links to help prepare students for their next grade level. Click to access parent guides.
The district will continue meal service during the summer and will provided additional information regarding locations and times for pick up. Our current FoodStop program continues next Wednesday, May 20 and also on May 27. A hard copy of the Summer Parent Guide may be picked up at FoodStops on Wednesday, May 20.
Purposity
Purposity is a not-for-profit app that connects the physical needs of FCS families (vetted by school social workers or other school personnel) with members of the community who want to help. FCS began its partnership with Purposity last school year, but the program has become a recent lifeline to many due to the COVID-19 crisis.
With just a few clicks, community members can log in to the online app and see lists of items that they can donate. Prices of requested items are displayed, and the exact item needed is shipped to the family. The process is confidential for both the donor and the recipient.
Below are a few examples of how Purposity has helped families in Fulton County.
- Due to COVID-19 shelter-in-place orders, a single mom and her children could not get furniture donations to furnish their home after moving out of a domestic violence shelter. A request for a large, self-inflatable air mattress was fulfilled within a week.
- A homeless high school senior was struggling to complete his courses to graduate while also maintaining a job to pay for basic necessities. He was wearing shoes that were falling apart but received a brand new pair through Purposity.
- A single mother of three was living in a new apartment with no furniture. Her children, ages 4, 6, and 7, were given three air mattresses with bedding sets.
Purposity allows donors to give at their comfort level, whether it be clothing, a box of food, or necessities such as toiletries or baby supplies. To get started, download the Purposity app (available for iOS and Android), create an account, and then choose your giving area (Georgia/Fulton). You can either browse listings on the app or start following Fulton County Schools to see the needs for our families – right from your phone, tablet or computer.

Conclusion of the Star Seniors Web and Video Series
Today we conclude our “Star Seniors: Class of 2020” series with students from Centennial, Chattahoochee, Independence, McClarin, Milton and Tri-Cities high schools. Over the past several weeks, we shined a spotlight on one graduating senior from each of Fulton County Schools’ 17 high schools to illustrate the distinctiveness of the Class of 2020.
Through the Star Seniors series, we met high academic achievers, all-star athletes and award-winners, students with unusual or unique tales to tell, and those who have beaten the odds to graduate. Celebrating the Class of 2020
Our FCS high schools have sought innovative ways to recognize the Class of 2020 since the COVID-19 pandemic has currently impacted the ability to have traditional ceremonies. Administrative leaders, students, staff and community members at each of the district’s 17 high schools thought outside-of-the-box about how to appropriately celebrate graduating seniors and their families.
The results are imaginative and extraordinary. Some schools are holding “drive-thru” celebrations; others are creating scheduled, videotaped opportunities for graduates to walk across the stage in cap and gown to receive their diploma; some are planning a “Drive-In” style ceremony where graduates and their families gather, in their cars, for an off-site celebration; and other schools are choosing professionally videotaped, virtual celebrations that feature each graduating senior and applaud the Class of 2020’s promising future.
While these ceremonies are giving an opportunity to honor the Class of 2020, many schools also are in discussion with parent groups on ways to hold a large group celebration at a later date once crowd size restrictions ease.

FCS Executive Summary for District Recovery
During the Tuesday Board Work Session, this Executive Summary was shared to address the District's phased approach to transition from COVID-19 school closures to beginning the next school year. The three phases of recovery include:
- Closing out the 2019-2020 School Year
- Transitioning to Summer Recovery and Summer Learning
- Reopening for the 2020-2021 School Year
While all the details are not yet finalized, this document shares additional information and will be updated with necessary revisions as we continue working through these phases of district recovery.
Fiscal Year 2021 Budget Update
The COVID-19 pandemic continues to have far-reaching health consequences worldwide while the total economic impact remains unknown. As our District continues planning for the next fiscal year, we are adjusting and revising recommendations based on what we currently know. The following update was presented during the May 5 Board Work Session.
Chief Financial Officer (CFO) Marvin Dereef began making conservative assumptions about revenue and expenditures while planning the FY 2021 budget. Working collaboratively with Superintendent Looney and district leaders, these assumptions include potential decreases in funding received and proposed expenditures. Also incorporated are Board principles such as seeking alternative funding sources, allocating at least 75% of the General fund to schools, identifying opportunities for cost efficiencies, maintaining a competitive compensation structure and to the extent possible, be revenue neutral as defined by the tax rollback form.
The District was recently advised of a potential 14% reduction to state Quality Basic Education (QBE) funds which could impact the overall budget by $56 million. The District's response to mitigate the reduction includes a combination of using CARES Act funding, limiting expenditures and incorporating funds from the Fund Balance.
SPLOST funded capital programs will also be impacted as part of the overall budget. Chief Operating Officer (COO) Patrick Burke and Chief Information Officer (CIO) Serena Sacks are adjusting capital programs to account for the reduction in sales tax revenue. The Capital Report will be presented June 9.
Additional updates and information will continue to be shared during upcoming Board work sessions and meetings.
School Zones for 2020-2021
Earlier this year, the FCS School Board approved the reorganization of the current four Learning Communities into seven School Zones for the 2020-21 school year. This organizational change is revenue neutral and will distribute the supervision of schools among seven Zone Superintendents which reduces span of control and allows for more direct support and engagement opportunities with school leaders and staff. All Zone Superintendents will be supervised by the district's Chief Academic Officer, Cliff Jones. Also included as part of the reorganization is a Deputy of Academics.
During Tuesday's Board Work Session, the Board approved the leadership changes with an effective date of July 1, 2020. This document includes the individuals announced for these positions and schools for each zone.

Virtual Board Meeting on Tuesday, May 5
Our FCS School Board will meet for a regularly scheduled work session on next Tuesday, May 5, which will continue in a virtual format. The community is invited to view the meeting via livestream from our website: www.fultonschools.org. If applicable, all topics up for approval will be posted on BoardDocs, a website that makes the school board agenda and all supporting documents available online.
School board meetings can be watched live on FCSTV Comcast Channel 24, AT&T Ch. 99, and Google Fiber TV Ch. 145 or from a computer using this link and will be streamed live on the FCS TV website.
Spring Registration is Open
Spring registration is now open for all Kindergarten and 1st grade families. Click this link to see all of the details you need to complete registration today!
New student registration is available now and being conducted virtually throughout the district. Parents are encouraged to complete the online enrollment application process at their earliest convenience. Register today!
Only parents of NEW kindergarten and first grade students are required to register. on these dates. It is not necessary for parents of currently enrolled Pre-K students to use the online process for kindergarten registration.
Pre-K lottery registration must be done by May 7. The Pre-K lottery will be held May 13.
Open Enrollment Begins
The Fulton County School System has identified 53 schools that can accept transfer students next school year through Georgia’s Quality Basic Education Act (also called House Bill 251). Approved in 2009, the Intra-District School Choice section of the law allows parents of students enrolled in a public K-12 school to enroll in another school within the district if space allows.
The application deadline is Friday, May 15, at 4:30 p.m., and parents will be notified of their child’s transfer status by June 30. A transfer application and list of transfer-eligible schools is available at https://www.fultonschools.org/transfers.
Star Seniors
On May 1, the last day of school for Seniors in the Class of 2020, it is fitting we recognize more of our graduating seniors. Last Friday we showcased students from Alpharetta, Banneker, Creekside, Northview and Riverwood high schools, and now we continue our series with students from six additional high schools – Cambridge, Johns Creek, Langston Hughes, North Springs, Roswell and Westlake. The remaining six Star Seniors will be recognized next Friday.
The response to our Star Seniors: Class of 2020 series has been heartwarming. The community is wrapping its arms around Fulton County Schools’ 6,600+ seniors for the grace, maturity and stoicism they have shown while navigating the challenges created by COVID-19. It’s Not Too Late for the Census!
Schools, emergency services and healthcare are among the top resources every community needs and uses. But to be appropriately funded, the U.S. Census Bureau must know how many people are living in Georgia so it can plan for the next 10 years. Answering the U.S. Census is easier than ever with online, phone and mail-in options, so if you have not yet responded there is no better time than now!
The data collected by the Census determines many of the federal, state and local resources our schools will receive in the future, such as funding for special education, classroom technology, teacher training, after-school programs and school meals assistance. It also affects the funding and resources that our emergency agencies receive. School Nutrition Employee Week
Between preparing healthy food, adhering to strict nutrition standards, navigating student food allergies, and offering service with a smile, Fulton County School nutrition professionals have a lot on their plate. To celebrate their hard work and commitment, Fulton County Schools will celebrate School Nutrition Employee Week May 4 – 8, 2020.
Even though schools are closed throughout Georgia due to the COVID-19 outbreak, students in Fulton County are still being offered breakfast and lunch. Through the FCS FoodStop Drive-Thrus, an opportunity for families to drive through and pick up meals for the children in their family during the school closure, the Fulton County School Nutrition Program has provided 376,298 meals to the community.
The first Friday in May has been designated as School Lunch Hero Day by national children’s author and illustrator Jarrett Krosoczka, creator of the Lunch Lady Hero series inspired by his childhood lunch lady, Jeannie. Therefore, today, we recognize our “School Lunch Heroes” and say thank you!

April 23 Virtual Board Meeting Update
The Fulton County School Board of Education met on Thursday, April 23, for the regularly scheduled meeting using a virtual format. A complete list of agenda items discussed during the meeting are available via BoardDocs, a website that makes the school board agenda and all supporting documents available online.
During Thursday's meeting, each Board Member shared remarks about our students, teachers, staff, parents and community partners to express their appreciation, congratulations, and recognition of the fortitude, innovation and determination exhibited by our Fulton family during the ongoing COVID-19 pandemic.
Superintendent Mike Looney thanked the Board for their leadership and echoed his appreciation to students, staff and families, along with updates about remote learning, meal distribution, budget development and finances.

Remote Learning Parent Guide
In a recent Board Meeting report, we shared information about remote learning. Click the following link to see the Remote Learning Parent Guide. Parents have requested additional information regarding incomplete assignments and grades which is included below.
Student work submitted during Remote Learning will only count if it positively impacts a student's overall grade as reflected on March 12, the last day of traditional instruction. However, if a student completes less than 70% of the Remote Learning assignments, s/he will receive an "incomplete". Parents will receive communication from their local schools beginning next week with more information about incomplete assignments or grades and opportunities for successfully completing courses. To ensure a student does not fall behind, "incompletes" can be cleared before the end of the semester, through attending summer school, and/or completing work next school year with the teacher's permission. Parents can see incomplete assignments for their students via Infinite Campus. Students can continue completing remote learning assignments through the end of the semester.
Summer learning opportunities for completing courses, credit recovery or repeating failed classes will be provided in two phases this year: Virtual Summer School from June 3 to July 15, and Face-to-Face and Blended Learning from July 7 to July 31, which will be adjusted based upon Georgia's shelter-in-place requirements.

Star Senior Series
Continuing our tradition of recognizing graduating seniors, Fulton County Schools proudly launches its "Star Seniors: Class of 2020" web and video series. These 17 outstanding seniors - one from each high school - embody the spirit and fortitude of the Class of 2020. We are recognizing high academic achievers, all-star athletes and award-winners, students with unusual or unique stories to share, and those who have beaten the odds to graduate.
Today we are sharing videos and stories of our first five honorees from Alpharetta, Banneker, Creekside, Northview and Riverwood high schools; with the remaining students announced on Friday, May 1 and Friday, May 8. Working from home and remote learning are a part of our current "new normal." As we continue to adjust and learn, there are some tips and information that can assist us in these areas. Guía para padres de aprendizaje remoto

April 16 Virtual Board Meeting Update
The Fulton County School Board met on Thursday, April 16, for the regularly scheduled Work Session using a virtual format. During Thursday's meeting, Superintendent Mike Looney provided updates regarding a community survey with responses from more than 11,000 parents and students; the revised meal distribution plan; student device distribution; and information about Class of 2020 graduations. Also discussed during the meeting were enrollment projections, potential impact of the coronavirus to the district budget, an overall financial report, construction planning and contracts. Survey Data
Fulton County Schools (FCS) thanks all of those who participated in our remote learning survey. We appreciate your input and are working to address concerns. While we realize we have not reached everyone, particularly those with connectivity challenges, we will continue to solicit ongoing feedback from our parents, staff and community.
A few survey highlights follow. Regarding meal distribution, we learned from survey respondents that 93% of parents surveyed were aware of the school nutrition program with 19% indicating that they have used or will take advantage of the program occasionally. From remote learning responses, we found that many parents are requesting real-time face-to-face instruction with teachers, not just recorded lessons and packets. Also, 84% of parents and students felt they knew where to go if they had issues or questions during remote learning. Additional results are available through this link.
Meal Distribution
Our FCS School Nutrition Department continues to provide meals at 21 sites in Fulton. Click here to see the list of sites. Going forward, meals will be distributed on Wednesday of each week due to additional guidance received from the Georgia Department of Education and the Centers for Disease Control. Since we are limiting the number of days, we are increasing the meals distributed for each student to a total of five days' worth of breakfast and lunch. To date, we have served more than 233,900 meals to families. Please continue visiting our meal distribution sites to receive meals for students.

Since we learned of our first COVID-19 case in Fulton County Schools (FCS), our goal has been to provide daily updates and information regarding the impact of the pandemic on our schools, staff, students and community. Our primary focus has been the safety of our FCS family, along with continuity of learning through our remote learning model and distribution of food to students and their families.
Now that we know students will not return to local school classrooms for the remainder of this school year, our focus continues to include remote learning and food distribution; however, there are many unanswered questions and issues we are working to address.
Our goal remains to provide timely, comprehensive information. As we contemplate the unanswered questions and continue to remain current with CDC and Board of Health guidelines, our updates may become less frequent. Welcome Back from Spring Break!
Although this was not a traditional break that allowed us to travel and participate in numerous activities outside our homes, we hope you took a little time to relax and enjoy the time away from remote learning. While we are aware that some neighboring school districts have adjusted their school schedules, our current goal is to continue our remote learning plan as previously communicated. Our Class of 2020 graduating seniors will end their school year on May 1, while all other students will continue until the end of the school year on May 22.
Meal Distribution
As we shared last week, our FCS School Nutrition Department will now distribute meals on Wednesday of this week, April 15. Our distributions on Monday and Friday of this week have been cancelled. We will update you on the schedule for next week once it is confirmed. Click here for our distribution sites.
Virtual School Board Meeting
Our FCS School Board will meet for a regularly scheduled meeting on Thursday of this week, which will continue in a virtual format. The community is invited to view the meeting via livestream from our website: www.fultonschools.org. The meeting will begin Thursday, April 16 at 1:30 p.m. If applicable, all topics up for approval will be posted on BoardDocs, a website that makes the school board agenda and all supporting documents available online.

FCS Student Meal Program Changes for Week of April 13-17

The Georgia Department of Education shared information with FCS regarding the Center for Disease Control's recently released precautions for employees reporting to work for essential functions.Precautions now include wearing face masks while in the workplace. Fulton County Schools is making adjustments to our food distribution program to comply with these precautions.
Based upon these precautions and the limited quantities of available masks at this time, the school system will only be providing meals on Wednesday, April 15 for next week. Meal distributions will take place at all 21 locations. Distributions are canceled for Monday and Friday.
We are in the process of reevaluating our capabilities to provide masks and adhere to these new CDC recommendations for the long-term. Food distribution is an important part of supporting our students, but we must balance that critical need with the health of our employees and the community. The circumstances around the pandemic continue to evolve and we must make changes as they do. Additional updates and information about our food distribution program will be shared soon.

School Governance Council Election Results
The 2020 School Governance Council (SGC) Elections closed at 5:00 pm on March 24. Thank you to the more than 450 teachers and parents/guardians who showed interest and declared candidacy for their school's SGC. Congratulations to the newly elected members! A Governance Facilitator will be in touch with you very soon to provide you with resources to the governance training and school contact information. The results have been certified, which included more than 13,500 votes in this districtwide school governance election.

Reminders and Updates for Thursday, April 2

Virtual Board Meeting
The Fulton County Board of Education held a virtual Called Board meeting on Thursday, April 2. Utilizing Microsoft Teams and broadcasting live on the FCS website and cable TV channels, the Board conducted business and voted on a number of items regarding remote learning, grading policies and procedures, and revised budget calendar. All information about the agenda and actions taken are available on Board Docs (a web site that provides public availability to view agendas and supporting documents associated with each School Board Meeting).
In particular, the Board discussed the circumstances around the current school closure, which has been extended through the remainder of this school year as announced by Governor Kemp on April 1. Other items discussed included a device update and the ongoing food distribution programs, as well as other essential functions regarding recruitment and compensation for employees.
Revised Budget Calendar
CFO Marvin Dereef presented a revised budget calendar which includes a new schedule of events and proposed action. The tentative approval of the budget has been moved from May 14 to June 9 with an anticipated final adoption of the FY 21 budget on June 25. This extended schedule will allow additional time for the administrative leadership team to continue data collection as well as provide the Board and the public with opportunities to review budget recommendations prior to final adoption. Public hearings are currently scheduled for May 14 and June 9 as community input from Fulton stakeholders is always vital to our budget process. Click here to see the revised calendar.
Remote Learning Guidelines
A Fulton County Schools (FCS) team of educators, led by Chief Academic Officer Cliff Jones, has worked tirelessly to provide guidance and direction for the District’s remote learning process with regard to additional information for teachers and staff who are continuing the momentum of engagement with students and families while school buildings are closed. These recommendations incorporate state and federal guidelines, pending and/or approved waivers, and FCS policies and procedures related to testing, grading, promotion and retention due to our current circumstances. Also provided are details about the opportunities and available supports for student achievement throughout the remote learning process including details about summer learning.

Board Policy, Procedure and Operating Guideline Waivers
Superintendent Looney has been given Board approval to waive certain Board policies, procedures and operating guidelines in order to preserve continuity of learning and district operations while school buildings are closed. As the district continues to navigate a course through these circumstances unlike anything previously faced, it is critical that Dr. Looney and his administrative team have the flexibility to adjust as the needs arise.

Governor Kemp Announces Statewide Closure of Schools
During an afternoon press conference today, Governor Kemp announced that all school systems in Georgia will remain closed for in-person education through the end of the 2019-2020 school year; however, remote learning will continue.
We continue to support the Governor as he addresses the impact of COVID-19 in Georgia. While closure generates a range of emotions, particularly loss for end of year traditions, it is the best step for the health and well-being of our community. This has never happened before, and as such, we must all be creative in how we close out the important efforts of education for this school year. Fulton County Schools is hard at work discussing these items; in fact, several will be discussed during Thursday's virtual Board meeting. FCS will continue to update our community with additional information as we move forward.
The Governor also instituted a statewide shelter in place through April 13. Certain school district business, such as food and device distribution, bookkeepers, custodians are considered essential services and may require employees to report to school sites or administration offices. All other general operations will continue with staff working online.

The next Fulton County Schools (FCS) Virtual School Board Meeting is scheduled this Thursday, April 2, at 3:00 p.m. The community is invited to view the livestream of the meeting by going to our website: www.fultonschools.org. Census 2020
Today is "Census Day," the designated day for completion of Census forms. Earlier this month, the U.S. Census Bureau began mailing information to families with instructions to respond by phone, by mail or online. As you may be aware, the Census has a large effect on school funding, including the resources we receive for special education, classroom technology, teacher training, after-school programs and school lunch assistance. It also affects the funding and resources that our emergency agencies receive. More information about Fulton County Schools' role in the Census, as well as other resources from the U.S. Census Bureau and Georgia Census, are posted here: www.fultonschools.org/Census2020. If you have not submitted your Census information yet, there is still time.

Although our school food distribution sites will be closed next week in observance of Spring Break, several faith and community partners will provide groceries to families at 10 locations on Thursday, April 9 from 11:00 a.m. until 1:00 p.m. Please click to see food distribution sites in English and Spanish. FCS appreciates our partners for their participation and assistance.
As a reminder, meals are available at our regular sites this Friday, April 3, including a distribution of groceries for the weekend.

Virtual Board Meeting, Thursday, April 2 at 3:00 p.m.
Fulton County Schools (FCS) has scheduled the next Virtual Board Meeting this Thursday, April 2, at 3:00 p.m. You can access the meeting on our website: www.fultonschools.org. The community is invited to attend via livestream.
If applicable, all topics up for approval will be posted on BoardDocs, a website that makes the school board agenda and all supporting documents available online.
School board meetings can be watched live on FCSTV Comcast Channel 24, AT&T Ch. 99, and Google Fiber TV Ch. 145 or from a computer using this link and will be streamed live on the FCS TV website.
FCS Survey
Since we first learned of COVID-19 in FCS, our goal has been to share consistent, comprehensive and resourceful information with our staff, families and community in a variety of ways. We began sharing a daily message more than two weeks ago, created a dedicated website where information is posted, began using #FCSrising to keep in touch via social media, and began a series of outreach sessions hosted by Superintendent Looney. We would like to hear your thoughts via a survey which we plan to share soon. We are looking for your feedback about not only what we have shared but what you would like us to share. Stay tuned for more information.
Spring Break
FCS will observe Spring Break, April 6-10, 2020. Students, staff, and families will take a break from remote learning next week. Please continue to follow CDC and public health guidelines for social distancing. Take care and stay safe.
Since we are limited as it relates to traveling, check the following ideas which may be a fun way to spend time while away from remote learning next week. Adult supervision is suggested to review content suitable for all ages.

March 27 Update
Today marks 14 days since Fulton County Schools were closed district-wide. As we reach this point, it is worth noting public health officials will consider new COVID-19 cases as "community spread", meaning beyond potential, direct contact at schools. Growth of newly confirmed cases in Fulton County cases remains concerning and we encourage all Fulton employees and families to continue following guidance from public health officials. This includes monitoring your family's health for flu-like symptoms and COVID-19 indicators and reporting to a local healthcare provider if you feel ill. During the closure, Fulton County Schools will continue to follow the COVID-19/coronavirus guidelines as shared by the Centers for Disease Control (CDC), the Georgia Department of Public Health and Fulton County Public Health.

- The Fulton County Board of Health (FCBOH) has a call center. The call center is open Monday through Friday from 8:30 a.m. until 5 p.m. County residents can call the hotline for answers to general questions about the novel coronavirus, get their specimen collection (test) results, and speak to a nurse if they are sick and or believe they may have been exposed to the coronavirus. Residents can also speak to a representative about getting screened at the County’s specimen collection (testing) site.
Specimen Collection (testing) is currently available for residents who meet the following criteria:
- Adults age 60 or older
- Caregivers of those 60 and over
- Caregivers of those who are immune-compromised
- Healthcare workers
- Patients with serious chronic or medical conditions (e.g. heart disease; diabetes; or lung disease)
- Those who work and live in a congregate setting
The number to the Fulton County Board of Health COVID-19 Hotline is 404-613-8150.
- The State of Georgia has a new COVID-19 hotline. If you believe that you are experiencing symptoms of COVID-19 or have been exposed to the novel coronavirus, please contact your primary care doctor or an urgent care clinic. Remote Learning Teacher Video
During the two weeks since Fulton County Schools (FCS) closed, student learning continues and it looks and feels different.
This learn-from-home approach, which FCS calls "Remote Learning," is the district's strategy to support learning continuity when students are away from school for an extended period of time. It uses both online and non-digital instruction to keep students connected to their schoolwork, either through an FCS-provided device; a student's home computer, personal tablet or cell phone; or through paper packets picked up from designated school sites.
In today's message, we are excited to share a perspective from two teachers about what they are doing to promote Remote Learning. Please see the link to a video from Tim Reeder from Chattahoochee High School and Kiana Willis from Palmetto Elementary who took a little time to share their thoughts.

Schools Remain Closed Through April 24
The Fulton County School system supports Governor Kemp's decision to extend school closure until April 24th. As health concerns for our state and community are taking priority, the school district is also striving to ensure we do all we can to help stem the spread of the coronavirus. See the Governor's press release via this link.
FCS has been prepared for this outcome, and our district will continue the remote learning process already underway. During this period, FCS will also honor spring break from April 6-10 for our families and employees.
There remain many uncertainties and we are working hard to develop answers to serious concerns. FCS is working closely with State School Superintendent Woods, the GA Department of Education and other metro districts to develop guidance on critical events and issues, such as graduation ceremonies, promotion and retention by grade levels, and proms. Decisions regarding non-academic events including hiring, school construction, and a host of others, are also being considered and will be coming in the days and weeks to come.
In the meantime, we appreciate the dedication of our community - students, teachers, principals, staff, parents and taxpayers - and ask for your continued patience and incredible efforts to work though this crisis.
FCS Holds Virtual Hiring Fair
Fulton County Schools will be holding several “Virtual” Hiring Events in April 2020. While this is not our first online event, it is more important now than ever before to find great candidates and still follow recommended health and safety guidelines. We will hold events on the following dates:
- April 14 & 21 - Certified Elementary and Special Education Teachers
- April 15 & 22 – Certified Middle School & Special Education Teachers
- April 16 & 23 - Certified High School & Special Education Teachers

Spring Registration

Spring registration for prekindergarten, kindergarten and new first graders is scheduled for Wednesday, May 6 and Thursday, May 7, 2020.
Registration will be conducted virtually throughout the district on Wednesday, May 6 and Thursday, May 7; however, Kindergarten and new student registration is ongoing, and parents are encouraged to use the online enrollment application process at their convenience. Only parents of NEW kindergarten and first grade students need to register on these dates. It is not necessary for parents of currently enrolled Pre-K students to use the online process for kindergarten registration.

Census 2020
Although COVID-19 currently dominates the news headlines, another important and historical event is happening right now – the U.S. Census. This nationwide population count occurs every 10 years, and the data it collects will determine many of the federal, state and local resources our schools receive. Responding to the Census might not be on the top of your list right now, but it is still important that your family participates by April 1, which is “Census Day.” The Census has a large effect on school funding, including the resources we receive for special education, classroom technology, teacher training, after-school programs and school lunch assistance. It also affects the funding and resources that our emergency agencies receive.
Earlier this month, the U.S. Census Bureau began mailing information to families with instructions to respond by phone, by mail or online. Testing
Last week, the State of Georgia (GaDOE) submitted waivers for assessment and accountability policies to the US Department of Education (USED). The USED intends to issue a formal approval in the coming weeks. According to the GaDOE, "educators, parents, and students can expect that no state testing - to include Georgia Milestones, GAA 2.0, and GKIDS - will be administered this year." More details will be forthcoming from these departments about the long-term process and impact. We will continue to keep you updated as we learn more.

The College Board has announced its plan for 2020 AP testing to be conducted online. Students will complete the 45-minute online free-response exam from home. Remote Learning
Although schools are closed, students will continue instruction from home through "Remote Learning," the school district's strategy for learning continuity. This plan encompasses both short- and long-term closures and includes online/digital learning elements as well as a component for those without internet access. We all keep hearing in the media and from organizations across the spectrum, that our country and our community are facing an "unprecedented" challenge with the coronavirus. That is true. Schools have been closed in Fulton County longer than anywhere else in Georgia, and you understand that personally.
We have to accept there is a new, but hopefully short-term, standard for "normal operations" during these times. We know this increases the demands on all families. Many parents are working from home, trying to make ends meet, and juggling other responsibilities, such as keeping learning opportunities available for their children.
Fulton County Schools and our dedicated teachers and staff are doing all we can to help provide resources. It is inspirational to see teachers from all subjects and grades engaging online. Still, a lot of how we as a whole will be successful, depends on how we as individuals manage our homes and families. We do not have all the answers. We do, however, want to share some guidance today to help you think about how you will choose to address the educational opportunities in your household. Click this link to learn more.

Device Deployment:

March 19 Update
Our update today shares news from our virtual Board Meeting, as well as new sites for our food distribution and information about device deployment.
Following the Center for Disease (CDC) recommendation against groups greater than 10 gathering, The Fulton County Board of Education held its first-ever virtual meeting in place of their regularly scheduled, in-person meeting. During this time, public bodies are working remotely and calling meetings across the country in similar fashion and we are all working through technical challenges. Utilizing Microsoft Teams and broadcasting live on the FCS website and cable TV channels, the Board conducted business and voted on a number of items regarding contracts, construction and budgetary steps. All information about the agenda and actions taken are available on Board Docs (a web site that provides public availability to view agendas and supporting documents associated with each School Board Meeting) with the same access that is available for all Board meetings.
In particular, the Board discussed the uncharted circumstances around the current school closure caused by the coronavirus crisis and the devise and food distribution programs.
Device Deployment
Many Fulton students whose schools began device deployment earlier this year are familiar with and using their devices to successfully complete and submit schoolwork. While those students may need additional support from their teachers or technology support, the process is working. Our current device deployment is for those students who did not receive a device at the beginning of the school year or those whose grade levels were not previously included (i.e., grades three through five.) A total of 3,238 devices were distributed over the two days, with additional printed packets for younger students.
We appreciate the patience of our parents and staff as we continue this new phase of device deployment. Just as students are learning digitally, we are also learning our way through this new process. We are on our way, together, and we will arrive at a good place with our remote learning platform.
Food Distribution Sites
Fulton County Schools is leveraging the USDA’s Seamless Summer Option to serve meals during our school closure. As the name indicates, this program feeds underserved students during our summer months. Meals are served free of charge to any child age 18 years and under. School offering this program are selected based on the socio-economic status of students residing within the school attendance area or the socio-economic status of feeder schools.
To limit social gatherings, Fulton County Schools used a grab-and-go model at six centrally located school sites. Service was provided on Monday and Wednesday this week and will be again tomorrow, Friday, March 20. We are providing multiple meals in each package so that students have meals from the day of pick-up until the next day of service.
We have had a very successful week with 16,200 meals distributed on Monday and another 15,176 meals given out on Wednesday.
At this evening’s school board meeting, the school district announced it is expanding service from the six existing locations to a total of 21 Seamless Summer school sites beginning Monday, March 23. Distributions will occur on Monday (3/23), Wednesday (3/25) and Friday (3/27) from 11 a.m. to 1 p.m. This moves us from a centralized hub model to a more decentralized model and provides increased access to meals while also meeting public health guidance related to social distancing.

Board Meeting Thursday
The community is invited to attend our virtual Board Meeting on Thursday, March 19 at 4:00 p.m.
The school board will meet at 2 p.m. for executive session, followed by their regular meeting at approximately 4 p.m. All topics up for approval are posted on BoardDocs, a website that makes the school board agenda and all supporting documents available online. Board Meeting Update
In another special called meeting Tuesday, Superintendent Mike Looney updated the Board of Education on key items enacted to ensure continuity of learning during the coronavirus pandemic.
Dr. Looney reported that he utilized approximately $ 1.5 million in SPLOST funding designated for technology to purchase 3,000 additional devices as a short-term solution for students to have access during this unexpected time away from classrooms. The Superintendent and Board also discussed the implementation of the meal and device distribution executed over the last few days. As the Board brought questions and shared input they have received from the community, Dr. Looney pledged to review the programs continuously and make adjustments.
Schools closed until March 31
As you may have heard, Governor Kemp has directed all school systems in Georgia to stay closed through March 31. During the Board update referenced above, Dr. Looney indicated FCS is considering the appropriate time to reopen, whether that is March 31 or later. In consultation with public health officials and considering Spring Break is scheduled for the Week of April 6-10, we are considering the option of remaining closed until Monday, April 13. Therefore, our remote learning options will continue as a critical way for students to stay engaged while they are away from school. We appreciate the diligence of our teachers and families who are adjusting to this learning shift.
Testing postponed
We have received questions from families about state testing requirements. State Superintendent Richard Woods has now postponed mandated testing including Georgia Milestones and the CCRPI. Remote Learning
If you are following our social media, you will see the hashtag #FCSrising. This is to show our community that the coronavirus will not stop learning in Fulton County Schools!
Throughout our school district, students and teachers have been involved in Remote Learning using both online platforms and printed packets. In earlier elementary grades, students are working on printed paper packets while middle and high school students, using the ClassLink program, are logging into iReady to do English/Language and mathematics assignments. On the administrative side, teachers, school leadership and central office staff are using Microsoft Teams for meetings and to collaborate on work.
On the first day of Remote Learning, there were more than 70,500 log-ins to ClassLink, and over 43,000 logins to iReady. From the pictures you are sending, it looks like students and parents are trying to be creative and make learning fun at home. The Remote Learning website, www.fultonschools.org/RemoteLearning has resource guides available as well as the Remote Learning Hotline number, 470-254-2300. As you continue learning at home, remember to use #FCSrising on social media so we can see what you are doing!
Parents who wish to see report cards for the first 12 weeks of second semester can view them via our Infinite Campus parent portal. If you do not have an account, check to see if you have received an email on Monday with instructions to create an account, or ask your student to log into Campus Student via ClassLink to access report cards.

Meal Distribution
Hunger does not recognize school closures, so Fulton County Schools is offering food to students who rely on the meals they receive at school. Across six centrally located school sites, FCS School Nutrition team members assembled close to 24,000 meals for distribution today, with each site offering approximately 1,000 food packages. Each package contains four meals - two breakfasts and two lunches - to feed students until the next meal package. Any FCS student under 18 (or under 21 if a youth with special needs), regardless of income, can receive a free school meal package.
Meals are being provided three times a week to students in need. Many children are considered "food insecure," which means they often don't have a dependable source of meals outside of their school. School breakfast and lunch may be the most food they eat every day, so it is important that Fulton County Schools and other organizations help provide some meal continuity.
The School Nutrition Department has enacted emergency plans in the past when there have been issues affecting a school's operations, such as a gas leak or water shortage, but the volume in this situation is a new record. By the week's end, FCS is estimating it will have put together roughly 72,000 meals.

Meal Distribution:
Our student meal distribution will begin on Monday, March 16 from 11 a.m. to 1 p.m. at six sites across the county.

Confirmed Case During School Operations:
Fulton County Schools has now been notified about a confirmed case of a staff member at Banneker High School. As the employee was at school during the last day of operation, we are notifying our community. Local public health officials will contact those individuals who may be directly impacted.
What Does This Mean for Meal Distribution at This Site?
After school was released on Thursday, the school was cleaned and disinfected. It will be cleaned and disinfected again today.
Therefore, to ensure students in the area receive much needed nutritional support, Banneker will remain a distribution point for meals.
We reiterate the school was cleaned and disinfected already and additional efforts are being made to clean and disinfected prior to staff returning and food preparation beginning on Monday.
Reporting Going Forward:
As was communicated on Saturday, newly reported cases after the closure of schools will be reported by public health agencies. We ask employees to continue self-reporting to Fulton County Schools Talent Division in order for the district to monitor internally. We will also report any cases to public health as they track cases across the state.
If you have any symptoms, stay at home and contact a medical professional if they persist.

Announced Confirmations:
During this closure of schools, all newly confirmed COVID-19 cases will be communicated by public health officials. Fulton County Board of Public Health may notify FCS of potential impact to employees, and we will work with them to share any information they need; however, direction will be given by health officials to contact individuals to determine next steps, such as self-monitoring for symptoms or following up with a medical provider.

Remote Learning and Student Meal Program During Closures (3/13/20)

The coronavirus crisis is an unprecedented community health concern; therefore, schools are developing plans to deal with these unprecedented circumstances.
As previously announced, this week Fulton County Schools (FCS) took additional steps to ensure safety for our community by closing schools immediately and until further notice. We know this sudden closure is a disruption to your families, as it is to our employees; however, due to the information announced by Governor Kemp, this was a necessary action to help reduce potential spread of the virus.
Today, we took steps to plan for and address the goal of developing a transitional plan for learning to continue, while looking at a process for re-opening and returning to normal operations.
We have two announcements:
1) During the current break, FCS has developed a remote learning plan, aligned to the Georgia Standards of Excellence, that allows students to continue their classes from home while awaiting their return to a physical school environment. Plans will be implemented starting March 16, 2020 through March 20, 2020 and continued the following week if needed. Students and parents will receive more information directly from their schools and teachers about their specific remote learning plans. Additional information is available via this link.
2) The district has also created a food distribution program for families in need of nutritional support. Effective Monday, March 16, Fulton County Schools will provide an opportunity for families to pick up meals at Lake Forest Elementary School, Mimosa Elementary School, Haynes Bridge Middle School, Tri-Cities High School, Banneker High School, and Langston Hughes High School on Mondays, Wednesdays, and Fridays from 11 a.m. to 1 p.m. Click here to learn more about this program or descargar en español.
These steps are part of an ongoing process the district has implemented to deal with the ever-changing COVID-19 crisis. As new events occur, additional government and public health announcements are made, and circumstances change, our COVID-19 Executive Task Force will continue to monitor and update FCS plans.
We ask our families to be mindful that closing schools and initiating remote learning options have been implemented to limit social contact in hopes of curtailing the spread of COVID-19. We appreciate your patience and cooperation as we all work through this situation together.

Governor Brian Kemp held a news conference this afternoon during which he announced that all school systems should consider closing for two weeks.
Effective Monday, March 16, 2020, Fulton County Schools, including all schools and administrative offices, will be closed until further notice. This action is being taken in an effort to slow the rapidly spreading COVID-19 virus. Students and all employees should not report to school or work until further notice.
We recognize the hardship this decision places on many families but believe it is in the public’s best interest if it means we can contribute to protecting our students and the community’s health and well-being.
Students will be expected to complete online learning assignments and/or work packets as assigned by their classroom teachers. School principals and teachers will be sending out additional information related to this expectation by Monday, March 16, 2020.
All school and district activities are canceled/postponed effective Friday, March 13, 2020. This includes, but is not limited to, all scholastic and athletic competitions, sports practices, music/drama/arts performances, proms, school trips and any other extra-curricular activities. Additionally, this includes outside groups that meet at our schools.
Next week we will have more information about how our continuity of learning plans will work. These plans are being finalized; however, our closing decision is being announced now so you can begin making plans for your family. The district will review conditions and publish an update each Friday by 5 p.m.As we have mentioned in every communication update, the FCS COVID-19 website, www.fultonschools.org/coronavirus, is the official source for information about how this health issue is affecting our school system as well as our response and prevention efforts. Please continue to visit this website for updates.
Also, we ask you to continue following the COVID-19/coronavirus guidelines as shared by the Centers for Disease Control (CDC) that are posted on their website: https://www.cdc.gov/coronavirus/2019-ncov/about/index.html. These include monitoring your family’s health for flu-like symptoms and reaching out to your local health provider if these symptoms occur.

Emergency Called Board Meeting by Phone (3/12/20)
The Fulton County Board of Education will meet Thursday, March 12 at 5:30 p.m. for an emergency board meeting by phone.
All meetings of the school board are open to the public unless designated as executive session where, by law, the board must convene in private to discuss land, legal or personnel items. Any vote resulting from executive session discussion, however, will occur in an open public setting.

Second FCS Employee Confirmed with COVID-19 (3/11/20)
Posted by FCS Communications Dept. on 3/11/2020 3:00:00 PMFulton County public health officials have notified Fulton County Schools that an employee at Woodland Middle School in East Point has been confirmed to have COVID-19.
As has been previously announced this week, Woodland Middle School is currently closed and being cleaned due to potential exposure from a different employee who served both Woodland Middle School and Bear Creek Middle School.
Woodland Middle School was scheduled to re-open on March 17 based on the exposure in the first case; however, the employee was last in school on March 9 and the date to re-open is being moved to Monday, March 23, which is the same as Bear Creek Middle School. In both cases, the closure is to reduce risk of additional exposure during the 14-day waiting period recommended by the Centers for Disease Control.
Individual students and employees who are identified as having had direct and prolonged contact with the employee are being contacted by the Fulton County Public Health Department and directed to self-quarantine.
Families that have not been contacted by the county public health department are considered to have low risk of exposure and should self-monitor. If a student or staff member feels ill or is exhibiting any flu-like symptoms, they should contact a medical professional. Fulton County Schools is finalizing a plan on how to provide continued meal service to students at Bear Creek Middle School and Woodland Middle School. Additional information will be provided to those families by the school principals by Friday.
The current case at Woodland Middle School does not pose any additional exposure to other locations and staff throughout Fulton County Schools; therefore, all other schools will re-open and continue regular schedules on Thursday, March 12, as previously announced.
Fulton County Schools will continue to exercise precautions to lessen the spread of illness by encouraging staff and students to wash their hands regularly and through cleaning and disinfecting all schools, buses and facilities.

Cleaning and Disinfecting Schools and Buildings: What Does Clean Mean? (3/11/20)

The coronavirus has generated both concern and awareness around good hygiene practices that help reduce the spread of potential infectious diseases like COVID-19, influenza and the common cold. In addition to frequent hand washing, the Centers for Disease Control and Prevention (CDC) says that cleaning and disinfecting surfaces is an effective strategy for illness prevention.
Due to the confirmed case of COVID-19 and potential risk of others, the district wants to share its process for cleaning schools and facilities. In other words, "What does clean mean?"
Cleaning vs. Disinfecting
Technically, Fulton County Schools is doing more than just cleaning schools. The CDC defines "cleaning" as the removal of germs, dirt and impurities from surfaces. This process does not kill germs, but by removing them, it lowers their numbers and the risk of spreading infection. "Disinfecting," however, refers to using chemicals to kill germs on surfaces, thereby lowering the risk of spreading infection. Fulton County Schools is following an advanced protocol that employs both strategies of cleaning and disinfecting to prevent, as well as reduce, the spread of illnesses.
What we're doing and when
During the days that Fulton County Schools is closed this week (March 10-11), custodial crews are cleaning and disinfecting every school and administrative building. Hard surfaces that are frequently touched, such as door handles, light switches, tables, chairs, student/teacher desks and countertops, are first sprayed with a hospital-grade disinfectant and then wiped clean. This disinfectant is proven to kill a variety of illness-causing bacteria, viruses, mildew and fungi and is effective against coronavirus, norovirus, canine parvovirus, and blood borne pathogens.
While schools and other buildings already receive daily cleaning and disinfecting, special attention is being given to areas where students or staff commonly gather or touch. This process will be continued to limit the spread of any germ, whether it's during cold/flu season or a unique situation like the COVID-19 virus. Bear Creek Middle School and Woodland Middle School, where the infected teacher has taught, also are undergoing a specialized cleaning and disinfection effort through a contracted service provider.
School buses are using a sprayer tool, similar to a fogger, that allows the disinfectant to be quickly applied to interior surfaces such as seats, inside paneling and windows. Drivers also will manually disinfect each row and other commonly touched areas after each morning and afternoon run.
At this link you will find photos taken yesterday of cleaning efforts at schools throughout Fulton County. This type of cleaning is happening at every school in the district with the exception of Bear Creek and Woodland Middle. The process of cleaning and disinfecting is different at these locations and at this time, we do not have visuals.
What's next?
Fulton County Schools strongly encourages the community to follow the CDC's guidance to frequently and properly wash hands and to stay home if feeling ill or experiencing flu-like symptoms. The district continues to follow these CDC recommendations for the routine cleaning and disinfection of community facilities, such as schools, daycares, and businesses. Families can protect their households using similar CDC recommendations for home environments.

All Fulton County Schools will be Closed on Wednesday, March 11, 2020 (3/10/20)

FCS remains focused on the safety of our schools and community. We are working continuously with our partners, local municipalities and health departments to provide you with updates and additional information.
All Fulton County schools will be closed on Wednesday, March 11, including all scheduled activities. Students and teachers will not report tomorrow. However, all central office employees and school-based employees, with the exception of Bear Creek Middle and Woodland Middle Schools, who work 210 through 235 days will report to their locations as usual on Wednesday, March 11.
All Fulton County schools, with the exception of Bear Creek Middle and Woodland Middle Schools, will reopen to all students and staff on Thursday, March 12.
While the school system is closed during this period, crews are cleaning and disinfecting every school and administrative building in Fulton County Schools. All frequently-touched hard surfaces are being wiped down with a hospital-grade disinfectant that is proven to kill bacteria and viruses. School buses are also being cleaned and disinfected and going forward drivers will use specialized wipes to disinfect seats after completing each morning and afternoon run.
Lastly, FCS has determined that Bear Creek Middle School will be closed to students and staff until Friday, March 20, with the school reopening on Monday, March 23. Woodland Middle School will reopen on Tuesday, March 17. We will share the specific details with Bear Creek and Woodland middle school families.
Based upon all of this information, FCS has also decided to cancel all international travel.
We ask that our staff and families continue to follow the COVID-19 guidelines as shared by GDPH and the CDC including monitoring you and your child’s health for fever and symptoms of respiratory illness including a runny nose, cough and/or shortness of breath. Please call your local health provider for assistance if these symptoms occur.

FCS Employee Confirmed with COVID-19 (3/9/20)

On Monday, March 9, Fulton County Schools was notified by the Fulton County Department of Health that an employee was diagnosed with coronavirus, otherwise known as COVID-19. This employee is a teacher at Bear Creek Middle School and Woodland Middle School in the cities of Fairburn and East Point, respectively.
The employee felt ill on Friday, March 6, and was subsequently admitted to a local hospital. Fulton County Schools is not sharing which hospital and can not legally disclose the employee's health condition. The school district is in the process of providing the Department of Health with a list of students and staff members that the employee may have had contact with so that health department staff can follow up.
Based on concerns of possible exposure, the schools were immediately dismissed today and all students and staff were sent home. Creekside High School also has been closed due to its close proximity to Bear Creek Middle School and the sharing of several staff members between the schools. A number of families also have students who attend both schools.Tomorrow, March 10, the entire school system - all FCS schools and administrative offices - will be closed. This allows for cleaning and disinfection of all schools as well as for district officials to conduct a risk assessment for the entire school system. A decision about the length of the closing and next steps will be announced tomorrow by 5 p.m.
The district will continue to post updates on its COVID-19 website and will communicate additional information with families and employees as it becomes available.
Meanwhile, Fulton County Schools asks that all stakeholders - students, employees, parents and community members - follow COVID-19 guidance as emphasized by local, state and national health care providers.

All Fulton County Schools will be Closed on Tuesday, March 10, 2020 (3/9/20)

Our school system has been alerted by public health officials of a confirmed employee coronavirus case within our district. The employee is currently being treated at a local hospital. We are working with public health officials to determine the impact to our local schools and community. Based on this concern, all schools and offices will be closed on Tuesday, March 10, with additional closures communicated as determined. This closure will allow us to clean and sanitize affected schools as well as share additional details of our ongoing plan. Updates regarding this concern will be shared via additional emails and the district website.
Our district is implementing aspects of our pandemic plan for students, employees and families as follows:
- Identification and Notification of affected schools, families and employees
- School/building closures will be communicated
- Testing will performed in coordination with the CDC and Health Department
- Safety Precautions including cleaning and sanitizing

When it comes to situations with unknown or uncertain factors, like COVID-19 (coronavirus), children can be frightened by what they hear from their classmates or what they see on the news. They often look to the adults in their lives for reassurance or how to react.
The National Association of School Psychologists (NASP), in collaboration with the National Association of School Nurses (NASN), has pulled together information to help parents explain this health situation in an age-appropriate way.

District provides Coronavirus Info for Students, Employees and Families (3/4/20)

Dr. Mike Looney, superintendent of Fulton County Schools (FCS), in collaboration with the Fulton County School Board (Board) is implementing proactive measures to minimize risk to students, employees, and families relating to the spread of the coronavirus, COVID-19.
"I'm pleased with our district's collaborative efforts with state and county public health officials to keep our schools safe," said Looney. "These steps today are only part of many ongoing actions the district will take to proactively combat the spread of the coronavirus."
The district this week announced the formation of a cross-functional Executive Task Force (ETF) of senior district leaders to monitor and oversee FCS's ongoing response to the coronavirus.
The ETF will direct these proactive measures by providing guidance on school attendance, school cleaning, student enrollment, student travel and re-entry, employee travel and re-entry, employee attendance, and facility rental. FCS remains in close communication with the Fulton County Board of Health and other public health officials to make informed operational decisions. FCS is committed to keeping our students, employees, and families safe and informed with the most current recommendations from the Centers for Disease Control and Prevention (CDC).

Two cases of COVID-19 found in Fulton County (3/3/20)

By now you may have heard that there are two cases of COVID-19 (coronavirus) in Fulton County. We can confirm that these cases do not include students or employees of our school system.
However, considering the virus is now confirmed in our county, we are taking additional steps to minimize risk to our students and staff. Our school district is following the Centers for Disease Control's (CDC) guidance to K-12 schools, which includes making sure that our emergency operations plans are reviewed and up-to-date and that there is routine environmental cleaning. FCS uses cleaning products that have been verified by the manufacturer to kill coronavirus and other viruses.
Our schools will continue to operate on a normal schedule; however, out of an abundance of caution we are developing a plan to limit "non-essential" school activities and travel to lessen the risk of exposure. More information and guidance will be shared with our school communities by 5 p.m. Wednesday, March 4, 2020.

A Message to our Fulton Schools Community (2/27/20)

Fulton County Schools is aware of the statements made by the CDC Tuesday regarding the potential threat of coronavirus (COVID-19) in the United States. As we are updated by the Georgia Department of Public Health (GDPH), we will continue to follow the lead of local, state, and federal agencies. The GDPH has provided us with information via this link for you.
Please be aware that the U.S. Centers for Disease Control (CDC) is asking school officials, as well as childcare centers and workplaces, to prepare for a possible outbreak. At this time, there are no confirmed cases in Fulton County, or Georgia. FCS is working closely with local and state health officials in the event cases progress to our region. Additionally, in response to the CDC's public comments that were recently shared in the media, we wanted to provide information about our coronavirus (COVID-19) planning.
- We are reinforcing the importance of healthy hygiene with our students and employees
- Should a confirmed case occur, we will immediately inform our school community
- FCS has a plan to address a potential pandemic, including a Continuity of Learning component
- In the event of a school closing, we can convert instruction to a digital format to ensure continuation of instruction
Currently, we are reviewing our existing pandemic plan and making the necessary revisions to respond to COVID-19 scenarios. The plan is fluid and sections will be updated as new information becomes available. FCS's response plan addresses the specific activities necessary to keep schools open and operating while providing a clean and safe environment during an outbreak and the essential functions that must be performed by FCS, if schools are closed. While the full impact of an outbreak cannot be predicted, planning for operations under such conditions can lessen the impact of the event on our students, staff, facilities and mission. The health and safety of our students and staff remains our top priority.
As a reminder, common cold and flu viruses are not unusual during the winter season. Precautions are recommended and we ask that everyone do their part to stay healthy: wash hands frequently, monitor your health, and stay home when ill.
