The A+ Reform Act of 2000 (House Bill 1187) requires that all schools in the state of Georgia create "school councils." Fulton County has had local, area, and superintendent's advisory councils in place for over 15 years. While this is not a new concept in our schools, some current legal and procedural requirements are to be implemented.

• Each council is to consist of two parents, two teachers, two businesspersons, and the Principal.
• Councils are advisory bodies. The councils shall provide recommendations to the school principal, including but not limited to, the following: school calendar, school codes for conduct and dress, curriculum program goals and priorities, preparation and distribution of the school profile, school budget priorities, school community communications strategies, community use of school facilities, receiving and reviewing reports regarding the school's progress toward the student achievement goals.
• Meetings are held four times per year and last between one and two hours. Meetings are open to the public. LSAC members will be required to attend all meetings.
• Members of the council serve for two years (term begins in July and ends in June).
• Teacher and parent members are to be elected.
• Parent member eligibility: Parents or guardians of students enrolled in the school are eligible to serve as parent members. Parents of students in the school who are also employees for the school system are excluded. The electing body is comprised of all parents and guardians of students enrolled in the school at the time of the election.
• Teacher member eligibility: To be eligible to serve as a teacher member, the individual must be a certificated teacher, excluding any personnel in administrative positions. Teachers who are also parents of students in the school are eligible for this position. The electing body is comprised of all the teachers who are eligible to serve as teacher members.
