The Office of Student Discipline is staffed with a Director of Student Discipline, Andrea E. Allen; a Student Services Discipline Coordinator, Jeff Hughes, Coordinator; and Advisor, Nancy Jones; two Professional Assistants, Dorothy Halsey and Troy Brunson; Hearing Officers and support personnel.

Andrea E. Allen, Director of Student Discipline

Ms. Allen holds a Jurist Doctorate degree from Walter F. George School of Law and has been employed with the Fulton County School system since January, 1998.

As the Director, Ms. Allen is charged with the responsibilities of coordinating all notifications and/or correspondence to students, parents, school administrators, hearing officers, advisors, and the Board of Education regarding tribunal matters and facilitating the Student Discipline Hearing by presenting the case and recommendations of the Administration regarding middle and high school level student violations of Board rules. Further responsibilities and duties of the Director include the following:

  • To coordinate placement and/or referrals from the hearing or hearing officer to other schools and community or governmental support services,
  • To serve as placement officer for students returning from long-term suspension or expulsion,
  • To coordinate along with the Executive Director all suspension and expulsion reports, monthly summaries, hearing logs etc.
  • To serve as liaison to alternative schools and the alternative education program for student placements from the hearing process,
  • To advise administrators, students and parents regarding student discipline hearings,
  • To coordinate the Substance Use Prevention Resource and Education Program, and
  • To provide training to administrators regarding the Tribunal process.

 

 

 

 

 


Jeff Hughes, Coordinator of Student Discipline

Mr. Hughes began his educational career with the Fulton County School System in 1981.  During that time, he has served as a high school teacher, coach, athletic director and assistant principal whose primary responsibility was student discipline.  He earned his EDS in Administration and Supervision, MED and BSED in Social Studies as well as an AA degree in History.  Mr. Hughes is married to the former Michele Pate of Atlanta and has two school aged children, Kimbre and Preston .

As Coordinator of Student Discipline, Mr. Hughes' primary focus includes developing and coordinating systems, resources, and staff development to improve student discipline and school climate. Further responsibilities include providing training for administrative staff, working with school administrators and central office personnel regarding student discipline reporting, and participating as Hearing Officer during elementary level student violations of Board rules in informal hearings. Mr. Hughes supports the Director of Student Discipline in student hearings, student placement, and management of auxiliary programs as needs arise.


 

 

 

 


Nancy Jones, Advisor  

Nancy Jones is the Advisor for the Office of Student Discipline. Prior to coming to this department Ms. Jones was the Director of Guidance and Counseling for the Fulton County Schools for several years. She began her career as a teacher, became a school counselor, and worked as an Assistant Principal before moving to the district level positions. These experiences have given Ms. Jones a strong background to provide help and support for the families and students who come to Disciplinary and Tribunal Hearings. She is a gracious supporter of all the students of Fulton County.

 


 

 

 

 


Troy Brunson, Professional Assistant III

Troy Brunson is a Professional Assistant III with the Office of Student Discipline. She has worked with this office since February 2001 and spends many hours each working day to support families and school personnel in their experiences with the Office of Student Discipline. You will find her to be friendly and informative with her caring personality and friendly manner. One of her responsibilities is to manage the budgetary process for the office.

Most of her career, Ms. Brunson has worked with people solving their problems and giving knowledgeable advice through her employment with Atlanta Technical College (Office of Public Information), the Georgia Department of Technical and Adult Education (Adult Literacy/GED), and the Housing Authority of the City of Atlanta, Georgia (AHA&emdash;Resident Services and Economic Development Division).


 

 

 

 

 

 


Dorothy Halsey, Professional Assistant III

Dorothy Halsey is a Professional Assistant III who has been an asset to the Fulton County Schools since the early 1990s. She began working in the district's Exceptional Children Department before she was promoted to her current position in the Office of Student Discipline. Ms. Halsey is extremely knowledgeable in all aspects of this office, other area offices, and all of the schools that make up our school district. As a matter-of-fact, Ms. Halsey has successfully completed the FCBOE Supervisory Development Program, an accomplishment granted to only a small number of outstanding Fulton County employees.

After majoring in Psychology in college, Ms. Halsey has had the opportunity to travel and live in a number of places both in the United States and abroad. Through her experiences she has become a dependable advocate of strong educational principles. One of her many responsibilities in the Office of Student Discipline is the management of the Substance Use Prevention and Education Resource Program (SUPER). Ms. Halsey is a dependable upholder of the high standards of the Fulton County School System.


 

 

 

 

 

 

 


 

 

 

 

 

 

 


Hearing Officers

Hearing Officers serve on a rotational basis as the decision makers during a Disciplinary Hearing, which is sometimes called a Tribunal Hearing. The Hearing Officers are local attorneys who have a background as Hearing Arbitrators.

In addition to the individual Hearing Officers, sometimes a Tribunal Panel of three certificated educators will hear cases and make decisions. These Panel members are approved by the School Board and the Superintendent.
