DEFINITIONS of TITLE FUNDS
Federal Funds - In exchange for strong accountability, No Child Left Behind gives states and districts more flexibility in the use of their federal education funding. NCLB makes it possible for districts to transfer up to 50% of federal formula-grant funds they receive under different parts of the law (Title II, Title IV, Title V ) to any one of these programs or to the Title 1 program.
Title 1, Part A - Improving the Academic Achievement of the Disadvantaged
- Supplemental Formula Grant that cannot supplant the district’s budget, but can be used to provide instructional materials and special staffing to improve academic skills of students who are at the greatest risk of not meeting state mandated academic standards. Aid for pupils in high-poverty schools
Title 1 – A Distinguished Schools Award
- Schools are recognized for making AYP for three or more consecutive years. Schools making AYP for four or more consecutive years are eligible for monetary awards that are based on the schools’ poverty index.
Title 1 – A School Improvement
- The main purpose of this grant as mandated by the USDOE is to supplement the school district’s instructional curriculum. Funds are used to improve academic skills of students who are at the greatest risk of not meeting state mandated academic standards. (Schools – FY09– Sandtown MS)
Title 1 – F Comprehensive School Reform Demonstration
- The main purpose of this grant is to supplement the school district’s instructional curriculum. Federal grants to foster whole-school reform.
Title II – A Preparing, Training and Recruiting High Quality Teachers
and Principals
- The purpose of this grant is to increase the academic achievement of all students by helping schools and school districts improve teacher quality and ensure that all teachers are highly qualified as required by NCLB. Provides for teacher and principal training and recruitment programs.
Title II – B Math & Science Partnerships (MSP)
- The Fulton County School System has partnered with the Georgia Institute of Technology through a Math/Science Partnership Grant to provide four-week summer institutes for mathematics and science teachers
Title II – D – Enhancing Education through Technology
- The main purpose of this grant is to contribute to student achievement through the use of technology literacy. At least 25% of the grant must be spent on high-quality professional development in the integration of technology into curricula and instruction. Purpose is to train teachers how to use technology in the classroom.
Title III- A – Language Instruction for Limited-English Proficient and
Immigrant Students
- The main purpose of this grant is to ensure that Limited English Proficient (LEP) students or English Language Learners, including immigrant students, develop English proficiency and meet the same academic standards that all other students are expected to meet.
Title IV – A – Safe & Drug-Free Schools & Communities
- The purpose of this grant is to ensure the school system’s compliance with mandatory Title IV and NCLB guidelines. School districts must ensure that all schools are drug-free and safe by promoting the implementation of high-quality drug prevention programs and high quality violence prevention programs.
Title V – A - State and Local Innovative Programs (block grant)
- The main purpose of this grant is to provide funds for innovative assistance programs that are (1) tied to promoting challenging academic achievement standards, (2) used to improve student academic achievement, and (3) are part of an overall education reform strategy. (Example – ESOL or Gifted Endorsement classes). Flexible funding for a wide range of school activities, including purchase of books, teacher training, etc.
Title VI-B – Federal Flowthrough
- The main purpose of this grant is to assist school systems with the excess costs of special education and related services as prescribed by IDEA. Special education and related services are to be provided to eligible students with disabilities ( 3 through 21 years old) at no cost to parents in the typical educational setting which enables the child to receive an appropriate education. Related services include audiology, assistive technology, occupational therapy, physical therapy, speech therapy, adapted PE, special transportation, orientation and mobility, nursing services, interpreting services and transition services.
Title VI-B – Federal PreSchool
- The main purpose of this grant as authorized by Congress, is to implement the IDEA; specifically to provide services to pre-school children, ages three through five.
Title VI-B – Part C Capacity Building
- The main purpose of this grant is to provide monies for implementation of research-based practices through the IDEA. The funded activities build the capacity of the system to improve results for students with disabilities in accordance with DOE improvement goals.
