The Purpose of the School Choice Option

The No Child Left Behind (NCLB) Act of 2001 provides students enrolled in a school, identified as not Achieving Adequate Yearly Progress (AYP) for two consecutive years in the same subject area, the option to transfer to another public school in the local school district that has not been identified as Needs Improvement.

How Students Are Selected

     All NCLB Choice applications are prioritized by:

Transportation

The law states that “the school district must provide transportation or provide for transportation for students whose home school is a Title I school”.  In the past the Fulton County School System has provided bus transportation for students who exercised public choice.  Due to the system’s budget constraints and the economic conditions that have negatively impacted our local, state and national economy, the Fulton County School System has decided to comply with the Federal No Child Left Behind law by providing for transportation in the form of reimbursements for mileage.

Parents, who choose to transfer their child(ren) from a Title I school on the Needs Improvement list to another school that is not on the Needs Improvement list, will not be provided transportation through the use of school buses from the Fulton County School System during 2009-2010 school year.

In its place, parents will be reimbursed for mileage at the state perdiem rate of $.55 per mile on a quarterly basis.  Parents will enter into a transportation agreement with the Fulton County School System to include the number of round trip miles (twice daily) from the child’s residence to the school.  This payment will be determined by the child’s school attendance.
