On October 12, 2004, the Fulton County Board of Education formally adopted Policy Governance® as its leadership system. Under this model, the Board, with input from representative groups of school system citizens, establishes clear expectations for student achievement and school system operations. The Superintendent must determine the best means, within established parameters, to meet those expectations. The role of the Board is to listen to system owners and set desired achievement results. The role of the Superintendent is to achieve the expected results. The Superintendent also provides frequent Monitoring Reports to the Board to show if the system is in compliance with the Board’s Policies

Governance Policies
Under Policy Governance, the Board maintains four categories of Policies—Results, Executive Limitations, Governance Process, and Board-Management Delegation. Click here to access the Board's Governance policies. The Administration submits Monitoring Reports that address compliance with the various policies.

The Fulton County Board of Education is in the process of developing its Results Policies and will be seeking input from Fulton County citizens. Click here for the Results Policy Timeline. Results Policies reflect the shared beliefs and vision of both the Board and owners. Once developed, these policies will outline the types of student achievement expected from Fulton students and will be monitored frequently. Your input is critical!

Executive Limitations are the boundaries placed on the Superintendent by the Board. In developing the means for meeting the Board’s identified results, the Superintendent must stay within the established executive limitations.

With the vote to move to Policy Governance, the Board also approved a transfer of all previous Policies and Procedures to District Procedures under the responsibility of the Superintendent. District Procedures serve as operational guidelines. The Board and community will be notified of any proposed changes in these procedures. As in the past, there will be a minimum 30-day time period allowed for public input. Click here for a listing of procedures currently under review.
